To assist him in contending with this environment, he employs a command and control system consisting of personnel, communication, equipment, facilities, and procedures. To the extent that this system allows the commander to understand and operate within its environment, it contributes to the unit's ultimate success or failure. The U.S. Army intends to replace the 1990's command and control system with an information age system termed Force XXI Battle Command System, Brigade and Below (FBCB2). This system promises to improve the performance of the command and control system by incorporating advanced technologies and systematic improvements to the legacy system. FBCB2's ability to achieve this goal depends upon its ability to understand the environment and to communicate this information to the commander. This monograph examines the dynamic relationship that exists between FBCB2 and its environment. It does so by examining first the environment in which all command and control systems operate and identifying sources of complexity. Then the paper assesses command and control as a system as well as the objective design and function of FBCB2. Finally the monograph compares FBCB2 to the projected future environment to assess its ability to assist the commander in understanding that environment. This study concludes that FBCB2 will assist the commander in understanding his environment because it will simplify the execution of his command and control tasks. FBCB2 will simplify these tasks because it will increase the time available to the commander to execute his command and control tasks, reduce the number of those tasks, and reduce those tasks' difficulty.

This study project reviews the art of command and control as practiced through history by various leaders and countries, from the Romans to the present, in an attempt to identify common principles which have characterized successful command and control systems and techniques. A brief look into the future use of computers and other techniques is also described. Results of the study primarily presented the following command and control principles and practices as being firmly grounded in the history of land combat: The commander's intent must be clearly understood by all subordinates; personal contact among commanders is a key ingredient; combat commanders must position themselves well forward; accurate reconnaissance and information is essential; decentralization and flexibility have been characteristic of past successful operations; orders must be brief and concise; and leaders must be able to communicate constantly.

Book excerpt: This thesis seeks to answer the question: Does the Army Tactical Command and Control System (ATCCS), as specified by the U.S. Army Tactical C3I System of Systems, provide effective automation to the U.S. Army heavy Battalion (Mechanized/Armor). Future tactical operations will require C2 systems that are flexible and robust enough to respond to changing situations without burden to the soldier. This paper seeks to determine if Maneuver Control System (MCS) meets the heavy battalion automation needs. To date, ATCCS computer hardware and MCS have been plagued with significant deficiencies which are magnified at the battalion level. The major issues are the requirements for a user friendly system that enhances situational awareness and efficiently transmits data around the battlefield in a mobile environment. This study concludes that ATCCS should not provide the heavy maneuver battalion/task force with the current projected C2 automation. Other capabilities, such as the Intervehicular Information System (IVIS) and the Combat Vehicle Command and Control (CVC2) System, perform better in the criteria evaluated.

What the author does is to take three distinct historical themes-organization, technology, and ideology and examine how each contributed to the development of WWMCCS and its ability (and frequent inability) to satisfy the demands of national leadership. Whereas earlier works were primarily descriptive, cataloguing the command and control assets then in place or under development, The book offers more analysis by focusing on the issue of how and why WWMCCS developed the way it did. While at first glance less provocative, this approach is potentially more useful for defense decision makers dealing with complex human and technological systems in the post-cold-war era. It also makes for a better story and, I trust, a more interesting read. By necessity, this work is selective. The elements of WWMCCS are so numerous, and the parameters of the system potentially so expansive, that a full treatment is impossible within the compass of a single volume. Indeed, a full treatment of even a single WWMCCS asset or subsystem-the Defense Satellite Communications System, Extremely Low Frequency Communications, the National Military Command System, to name but a few-could itself constitute a substantial work. In its broadest conceptualization, WWMCCS is the world, and my approach has been to deal with the head of the octopus rather than its myriad tentacles.
