These operations are likely not only because of their low-intensity importance in the spectrum of conflict, but also because of their suitability to areas where United States forces, do not normally operate. Doctrinally, joint airborne operations suffer from a lack of basic joint doctrine, as well as associated deficiencies in organization, mission, and command and control. This study examines some of the doctrinal disconnects which impact joint airborne operations, specifically those operations that might occur in the United States Central Command area of responsibility. This command area was chosen for study due to its visibility in current world events and its use of the Army's XVIII Airborne Corps, in which two of the study group's members previously served. The thesis of the study is that the lack of sufficient joint airborne doctrine impacts organizational, mission, and command and control aspects of joint airborne operations. These problem areas are sequentially examined, and recommendations are made to eliminate some of the doctrinal disconnects identified. Keywords: Military strategy; Military airborne operations. (kt).

Book excerpt: This report examines the achievement of the principle of unity of effort from a narrow focus on the command and control of U.S. joint tactical air operations in four campaigns (Midway, the Solomons, Korea, and Vietnam) from 1942 to 1968 and extracts some lessons for future joint air operations. The authors distinguish between unity of effort and unity of command, a distinction that manifests itself in individual service doctrines, in joint operations, and, ultimately, in each of the Services' views of war. While unity of command is one of several steps necessary to achieve unity of effort, the authors recommend that debate should be centered around the accomplishment of unity of effort. The research was completed before the onset of combat operations in Kuwait and Iraq in early 1991. The authors hope to extend the analysis to cover that campaign in a subsequent publication.

It provides view of the issues arising from interservice command and control procedures. These issues are derived from joint air operations that include Army ground based air-defense systems, United States Air Forces aircraft, United States Marine Corps Aviation Task Force, and Naval Carrier Task Force aircraft. The study draws on current join publications on command and control of the Joint Force Commander's air assets. Each service's doctrine on the planning, coordination, allocation, and tasking of air assets in a theater of operations is reviewed. Other documents, letters, memos, and papers that relate to the study further classify the interservice issues of disagreement. Army Air Defense Commanders should be aware of the issues because they fight in a joint force and may be under the command and control of either a USAF, Naval, or Marine Corps Air Component Commander.

This paper describes the organization of the C2 force element supporting the Air Force component commander, presents comments and criticisms from senior commanders and top Department of Defense officials regarding the Air Force's ability to command and control airpower in recent operations, and describes new capabilities the theater C2 units need to employ aerospace forces to their greatest effect before and during theater combat operations. The authors find that C2 systems and procedures (1) should be designed as part of a comprehensive concept, (2) must be useful for the various training-related tasks, (3) allow for and facilitate continuous improvements, and (4) be thoroughly evaluated and practiced by the commander and staff.
