It provided a worldwide science community with a wealth of exciting new discoveries, the most remarkable of which was undoubtedly the first image of a cometary nucleus. Halley's Comet is the brightest periodic comet, and the most famous of the 750 known comets. With its 76-year period, its recent appearance was truly a "once-in-a-lifetime" observational opportunity. The 1985/86 apparition was the thirtieth consecutive recorded apparition. Five apparitions ago, the English astronomer Edmond Halley discovered the periodicity of "his" comet and correctly predicted its return in 1758, a triumph for science best appreciated in the context of contemporary views, or rather fears, about comets at that time. The increasingly rapid progress in technological development is very much apparent when one compares the dominant tools for cometary research during Halley's next three apparitions: in 1835 studies were made based on drawings ofthe comet; in 1910 photographic plates were used; while in March 1986 an armada of six spacecraft from four space agencies approached the comet and carried out in situ measurements, 1 AU from the Earth. In 1910, nobody could have dreamed that this was possible, and today it is equally difficult to anticipate what scientists will be able to achieve in 2061.

Book excerpt: A comprehensive program plan for cometary exploration in the 1980-2000 time frame is proposed. Plans for ground-based observations, a Spacelab cometary observatory, and the Space Telescope are included in the observational program. The cometary mission sequence begins with a dual-spacecraft flyby of Halley's comet. The nominal mission strategy calls for a simultaneous launch of two spacecraft towards an intercept with Halley in March 1986. After the Halley encounter, the spacecraft are retargeted: one to intercept comet Borrelly in January 1988 and the other to intercept comet Tempel-2 in September 1988. The additional cometary intercepts are accomplished by utilizing a novel Earth-swingby technique. The next mission in the cometary program plan, a rendezvous with Encke's comet, is scheduled for launch in early 1990. It is planned to rendezvous with Encke in September 1992 at a heliocentric distance of 4 AU. Following this near-aphelion rendezvous, the spacecraft will remain with with Encke through the next two perihelion passages in February 1994 and May 1997. They have avoided most of the drastic physical processing that shaped the planets and thus represent more closely the properties of the primordial solar nebula. What processing has taken place is itself of interest in decoding the history of our solar neighborhood. Near-Earth objects are also of interest because one or more large ones have been blamed for the rare but devastating events that caused mass extinctions of species on our planet, as attested by recent excitement over the impending passage of asteroid 1997 XF11. The comets and asteroids whose orbits bring them close to Earth are clearly the most accessible to detailed investigation, both from the ground and from spacecraft. When nature kindly delivers the occasional asteroid to the surface of Earth as a meteorite, we can scrutinize it closely in the laboratory; a great deal of information about primordial chemical composition and primitive processes has been gleaned from such objects. This report reviews the current state of research on near-Earth objects and considers future directions. Attention is paid to the important interplay between ground-based investigations and spaceborne observation or sample collection and return. This is particularly timely since one U.S. spacecraft is already on its way to rendezvous with a near-Earth object, and two others plus a Japanese mission are being readied for launch. In addition to scientific issues, the report considers technologies that would enable further advances in capability and points out the possibilities for including near-Earth objects in any future expansion of human exploration beyond low Earth orbit.
