More than a simple history, it describes how an organization dominated by experienced World War II airmen developed a unique culture that thrives to this day. Strategic Air Command was created because of the Air Force’s internal beliefs, but the organization evolved as it responded to the external environment created by the Cold War. In the aftermath of World War II and the creation of an independent air service, the Air Force formed SAC because of a belief in the military potential of strategic bombing centralized under one commander. As the Cold War intensified, so did SAC’s mission. In order to prepare SAC’s “warriors” to daily fight an enemy they did not see, as well as to handle the world’s most dangerous arsenal, the command, led by General Curtis LeMay, emphasized security, personal responsibility, and competition among the command. Its resources, political influence, and manning grew as did its “culture” until reaching its peak during the Cuban Missile Crisis. SAC became synonymous with the Cold War and its culture forever changed the Air Force as well as those who served.

Inspired to serve his nation when Pearl Harbor was attacked, he led a military career defined largely by intellectual acumen. During his 35-year Air Force career, his gentlemanly manners and engaging disposition allowed him to be regarded as a 'new' kind of military leader. By the time he became Commander-In-Chief of Strategic Air Command, the preeminent nuclear deterrent force during the Cold War, he had validated the theory that one did not have to 'breathe fire' to motivate others. Dougherty was not without faults though. He missed the atrophy within Air Force tactical capabilities during operations in Korea, and failed to acknowledge the prerogative of civilian authority during operations in Vietnam. Retiring in 1977, Dougherty spent the next thirty years of his life devoted to the study of military readiness and national security affairs. He mentored an entire generation of Air Force general officers and became regarded as one of the most prolific writers and speakers of strategic thought of his generation. This study serves two purposes. One, is to provide a biographical overview of an Air Force leader on whom little scholarly attention has yet been devoted. Two, is to study the foreign policy of détente during the Nixon administration and assess its impact on U. S. nuclear readiness as represented by the Strategic Air Command arsenal. Surprisingly, détente had little if any bearing on the nation's nuclear operational posture. This thesis suggests that the Air Force should look back to the leadership example provided by General Dougherty as officers are selected for flag rank in an era of diminishing general officer billets. It also recommends the enduring legacy of perpetual readiness of the Strategic Air Command be studied as the utility of a nuclear weapons inventory continues to be defined in a post-Cold War age."--Abstract.

Politicians and military planners alike have found this crucial issue especially difficult to deal with because they have often misunderstood what readiness really means. In this book, security expert Richard Betts surveys problems in developing and measuring combat readiness before, during, and after the Cold War. He analyzes why attempts to maximize it often have counterproductive effects, and how confusions in technical concepts cause political controversy. The book explores conflicts between two objectives that are both vital but work against each other because they compete for resources: operational readiness to fight immediately, and structural readiness—the number of organized units that increase military power, but require time during a crisis to gear up for combat. Betts also discusses the problem brought on by the Cold War and plunging defense budgets: mobilization readiness—the plans and arrangements needed to shorten the time for recreating a large military if it once again becomes necessary.
