The present work is an excellent description of Australia's contemporary state, where Samuel Sidney is clearly influenced by both Caroline Chisholm and Alexander Harris. He argues that the Australian colonies are ideal for working class emigration. Already in the introduction it becomes clear that Sidney is very anti-Wakefield, which makes it an important document in the debate between competing proposals for emigration. Apparently Sidney was very well-informed, he had access to otherwise inaccessible primary sources, and the verbatim transcripts add considerably to the book's value. The Reviewer has read Ricardo, without being able to understand him. All the land in the new colony is to be sold at a fixed and uniform p: 'ice; and all the proceeds of the sale are to be t.pplied to providing a free passage for labourers willing to emigrate. The Reviewer states, and states truly, that, according to this scheme, "the settlers are to be compen"sated for the heavy price exacted for the land, "by the faithful application of the proceeds to "the sole purpose of conveying selected labourers "from England." The capitalist will not buy land alone. In the price of the land will be included the price of the passage of an abundant supply of labour for cultivating it in the most productive manner. But the Reviewer contends., that the compensation of an abundant supply of labour cannot be given to the capitalist, except at the expense of the labourer, "What," he asks, "does abundant labour mean with the "schemers? Why, if it have any meaning a, all, "it means cheap labour; that is, labour depreciated "by its being disproportioned to capital. If this "be so, and it cannot be otherwise, the condition "of the labourer is necessarily to be worse than "in the neighbouring colonies; he 13 neither to "have the same means, nor the same inducementi M to improve his condition."
