Despite general agreement among campus officials and students alike that alcohol use contributes to a range of problems confronting colleges and universities, prevention often does not command a high priority for students, faculty, and staff. Making the case for prevention can be frustrating work, posing the challenge of getting people to understand why problems occur and how they can make a difference. This "Guide" has four goals: (1) Help individuals gather information on the extent of problems related to alcohol use at their college or university; (2) Help individuals understand and describe environmental factors within their campus community that promote or discourage high-risk alcohol use; (3) Assist individuals in organizing information on alcohol-related problems in an intelligible way, so that they can articulate concerns and generate a prevention support network at their college; and (4) Prepare individuals for strategic planning and implementation of policies and practices for reducing alcohol-related problems. Book excerpt: A central feature of the U.S. Department of Education's Higher Education Center for Alcohol, Drug Abuse, and Violence Prevention is the promotion of multiple prevention strategies that affect campus and surrounding community environments as a whole and can, thereby, have a large-scale effect on the entire campus community. In outlining the environmental management approach, the Higher Education Center has identified five areas of strategic intervention that are effective in altering the environment with respect to alcohol and other drug abuse: (1) Offer substance-free social, extracurricular, and public service options; (2) Create a health-promoting normative environment; (3) Limit availability of alcohol and other drugs; (4) Restrict the marketing and promotion of alcohol and other drugs both on and off campus; and (5) Develop and enforce campus policies and enforce laws to address high-risk and illegal alcohol and other drug abuse and violence. Implementing effective environmental strategies will be more likely if there is strong presidential leadership; a campus-wide task force that includes a broad spectrum of faculty, staff, and students; engagement with the community through a campus and community coalition; and the active participation of college officials in public policy debates, especially at the state level. The Center offers an integrated array of services to help colleges implement these prevention strategies. This paper describes a research that shows how environmental prevention strategies can influence drinking among college students. It also describes PartySafe@Cal, a health services program at the University of California Berkeley that promotes environmental prevention efforts and educates students about alcohol risk management. A list of resources is included.

Book excerpt: College student drinking to excess is a widespread national problem with serious consequences and it has been for a long time. Although the factors that have made the problem so intractable are complex, today based on scientific research results we have the potential to make real progress in controlling excessive drinking. In fact, a substantial body of research studies now offers direction on how to reduce excessive, underage, and high-risk college drinking. On the basis of this information, colleges and universities, communities, and other interested organizations can take steps toward positive change more confidently. Although significant information gaps remain, the science-based guidance now available means campuses and communities no longer have to “reinvent the wheel” when they try to address the problem. It also enables us to avoid inadvertently perpetuating ineffective programs and approaches.The availability of science-based guidance is a significant step forward because lack of information about what works and what does not has been a major obstacle to progress. On the research side, high-quality research has addressed only some of the issues of concern to college administrators and the practical implications of research results have not been widely disseminated. On the institutional side, most campus alcohol efforts have not been evaluated, which has hindered the effectiveness of individual campus efforts and slowed the growth of the knowledge base from which all could learn.Although the research base on college alcohol problems is limited, the panel of college presidents, students, and alcohol research specialists that contributed to this report identified a number of effective strategies that colleges and universities could confidently use today. These include strategies for changing the environment to discourage high-risk drinking, affecting the behavior of individuals and groups, creating comprehensive college-community efforts to combat the problem, and adopting effective approaches for managing program implementation. It is encouraging that many of these strategies require no new resources, are modest in costs, and can be accomplished by existing staff.From its review of the scientific literature, the Panel on Prevention and Treatment believes that adopting approaches with demonstrated effectiveness can begin to reduce high-risk college drinking and continue to advance knowledge by filling critical research gaps. The Panel recommends that the action steps and research needs described below receive priority attention from colleges and universities, researchers, the National Institute on Alcohol Abuse and Alcoholism (NIAAA), and other potential funders, communities, and interested organizations.The Panel recommended more action steps in some areas than in others. This is primarily due to the amount of research available. Except as noted, approaches that have not been included in the recommendations are not necessarily ineffective. Often simply less is known about them. Among the “key research gaps” identified by the Panel is the need for rigorous testing of strategies now considered “promising” based on face value or common sense. As researchers rise to this challenge, the effectiveness of many of these approaches will become known.

Book excerpt: "High-Risk Drinking in College: What We Know and What We Need To Learn: Final Report of the Panel on Contexts and Consequences" (2002), a report from the National Institute on Alcohol Abuse and Alcoholism's (NIAAA) Task Force on College Drinking, points out that "federal, state, and local laws help define college administrators' responsibilities for taking action when students misuse alcohol." Among other requirements, the federal "Drug-Free Schools and Communities Act" and its 1989 amendments require institutions receiving any federal funds to define a policy that prohibits the unlawful possession, use, and distribution of alcohol and other drugs (AOD); adopt disciplinary sanctions for students and employees who violate the school's policy on alcohol and drugs; and ensure that the disciplinary sanctions are consistently enforced. The NIAAA Task Force on College Drinking's Panel on Contexts and Consequences recommends that colleges and universities "[r]eview policy and its implementation continually and update and/or expand it as needed" and "[r]eview the scope of disciplinary sanctions associated with policy violations for appropriateness and for consistency of enforcement." According to Penn State "Live," since fall 2010 the university has implemented a number of initiatives to address high-risk drinking using a multipronged approach that includes environmental change, enforcement, alternative activities, intervention, counseling, and outreach. Penn State has adopted stricter consequences to illegal drinking behaviors, such as increased attention to enforcement and serious consequences to students who violate the community's laws and the university's student conduct policies.
