In 1992, shortly after the end of the Cold War, a Security Council Summit in New York reaffirmed the salience of the system of collective security and stated the determination of the Heads of State to maintain it as the prime international instrument for preserving peace. Twenty years later, however, the record of collective security as well as of multilateralism has not been very encouraging. The system of collective security, as enshrined in the United Nations (UN) Charter, failed repeatedly to accomplish its mandate in the 1990s and has led to controversial debates in the United States and Europe that reached a climax during the Iraq crisis in 2002/03. The volume draws upon both theoretical and empirical research to answer the following core questions: What are the reasons that have made multilateralism either effective or ineffective in the field of peacekeeping, peace preservation and peacebuilding? How can multilateralism be made more effective? How can attempts made by Europe to render UN multilateralism in the security area more efficient be assessed? Since the end of the Cold War, there has been an increased focus on regions as a relevant realm for security, with actors within regional contexts identifying a significant degree of interdependency between one another. As a consequence, international security has taken on a distinct regionally institutionalised character, as seen by the increase in calls for greater utilisation of ‘Chapter VIII: Regional Arrangements’ of the UN, in order to create a devolved UN-led system of global security management. However, the idea of a system of global security management is a remote prospect, because divergence seems to be as important as commonality in terms of regional security. In light of the above, Regional Organisations and Security analyses the primary ROs that are active in Africa, Asia, Eurasia, the Middle East and South America. The findings of individual case studies are compiled to highlight disparities and similarities in how security is seen, prioritised, understood, practised, managed and implemented across regions. On this basis, the authors reach conclusions about whether we live in an increasingly globalised or regionally distinct world, and go on to assess the prospects for a globalised system of security management and consider how this might be developed and organised. The idea of comprehensive security cooperation among the major military establishments to form an inclusive international security arrangement has been only barely acknowledged and is only partially developed. The basic principle of cooperation has been proclaimed in general terms in the Paris Charter issued in November of 1990. Important implementing provisions have been embodied in the Strategic Arms Reductions Talks (START), Conventional Forces in Europe (CFE), and Intermediate-Range Nuclear Forces (INF) treaties. Except for the regulation of U.S. and Commonwealth of Independent States (CIS) strategic forces, however, these arrangements apply only to the European theater and even there have not been systematically developed. The formation of a new security order requires that cooperative theaters of military engagement be systematically developed. Clearly that exercise will stretch the minds of all those whose thinking about security has been premised on confrontational methods. Nonetheless, such a stretching is unavoidable. The new security problems are driven by powerful forces, reshaping the entire international context. They impose starkly different requirements. They will deflect even the impressive momentum of U.S. military traditions. The eventual outcome is uncertain. It turns upon political debates yet to be held, consensus judgements yet to form, and events and their implications yet to unfold. Fundamental reconceptualization of security policy is a necessary step in the right direction, and it is important to get on with it. Getting on with it means defining the new concept of cooperative security, identifying the trends that motivate it, outlining its implications for practical policy action, and acknowledging its constraints. These tasks are the purpose of this essay.
