Book excerpt: The Max Planck Handbooks in European Public Law series describes and analyses the public law of the European legal space, an area that encompasses not only the law of the European Union but also the European Convention on Human Rights and, importantly, the domestic public laws of European states. Recognizing that the ongoing vertical and horizontal processes of European integration make legal comparison the task of our time for both scholars and practitioners, it aims to foster the development of a specifically European legal pluralism and to contribute to the legitimacy and efficiency of European public law. The first volume of the series begins this enterprise with an appraisal of the evolution of the state and its administration, with cross-cutting contributions and also specific country reports. While the former include, among others, treatises on historical antecedents of the concept of European public law, the development of the administrative state as such, the relationship between constitutional and administrative law, and legal conceptions of statehood, the latter focus on states and legal orders as diverse as, e.g., Spain and Hungary or Great Britain and Greece. With this, the book provides access to the systematic foundations, pivotal historic moments, and legal thought of states bound together not only by a common history but also by deep and entrenched normative ties; for the quality of the ius publicum europaeum can be no better than the common understanding European scholars and practitioners have of the law of other states. An understanding thus improved will enable them to operate with the shared skills, knowledge, and values that can bring to fruition the different processes of European integration.

The discipline of economics itself emerged amidst this turn, and it is frequently traced back to the work of François Quesnay and his school of Physiocracy. Though lionized by the subsequent historiography of economics, the theoretical postulates and policy consequences of Physiocracy were disastrous at the time, resulting in a veritable subsistence trauma in France. This galvanized relentless and diverse critiques of the doctrine not only in France but also throughout the European world that have, hitherto, been largely neglected by scholars. Though Physiocracy was an integral part of the economic turn, it was rapidly overcome, both theoretically and practically, with durable and important consequences for the history of political economy. The Economic Turn brings together some of the leading historians of that moment to fundamentally recast our understanding of the origins and diverse natures of political economy in the Enlightenment.

Interest appeared to wane after World War II, but in recent decades, there has been a marked renaissance of interest and research in the contributions of French-speaking authors. Drawing on the flow of recent research, this book presents a new assessment of the history of political economy in France incorporating both novel presentations of some traditional subjects and topics that are not usually studied. This first volume deals with the history of political economy in France in the Age of Enlightenment. After presenting a kind of “review of the troops” and some main developments inherited from preceding centuries, the chapters are devoted to P. de Boisguilbert’s foundation of liberal political economy; J. Law’s monetary theory and policy; the many strands of “commerce politique”; the theoretical developments of F. Quesnay and the physiocratic movement; and A.-R.-J. Turgot’s, J.-J.-L. Graslin’s and M.-J.-A.-N. Caritat de Condorcet’s sensationist political economy. The volume then examines some political critiques of liberal political economy and goes on with a study of the first attempts to quantify economic variables and to formalise the economic discourse. It concludes with a chapter on the importance of translations into French of books published abroad, and with the main institutional and theoretical developments which happened during the French Revolution. Sharing Freedom traces the development of republicanism from an older elitist theory of freedom into an inclusive theory of emancipation during the French Revolution. It uncovers the theoretical innovations of Rousseau and of revolutionaries such as Sieyès, Robespierre, Condorcet, and Grouchy. We learn how they struggled to adapt republicanism to the new circumstances of a large and diverse France, full of poor and dependent individuals with little education or experience of freedom. Analysing the argumentative logic that led republicans to justify the exclusion of many, this book renews the republican tradition and connects it with the enduring issues of colonialism, immigration, slavery, poverty and gender.

This book argues that the concept needs to be analysed more profoundly and that new analytical tools need to be developed to better understand the phenomenon. The traditional approach, based on Western states, is insufficient and has become increasingly irrelevant in a transformed global environment. Instead of drawing from a single theory of international relations, the contributors have chosen to build upon a wide range of theories in a deliberate demonstration of analytic eclecticism. A pluralistic approach provides stronger explanations while remaining analytically and intellectually rigorous. Many of the theory contributions are reconsidering how the largely "Western" bases of such theorising need revising in light of the "emerging middle powers", many of which are in Asia. Presenting a strong argument for studying middle powers, this book explores both the theory and empirical applications of the concept by rethinking the definition and characteristics of middle powers using a range of case studies. It examines changes in the study of middle powers over the last decade, proposing to look at the concept of middle powers in a coherent and inclusive manner. Finally, it aims to further the discussion on the evolution of the international system and provides sound conclusions about the theoretical usefulness and empirical evolution of middle powers today.

Capital investments in agriculture and hard work would create profits that circulated to other sectors and supported all social institutions. Physiocracy, which originated in late eighteenth-century France, is therefore widely considered a forerunner of modern economic theory. This book places the Physiocrats in context by inscribing economic theory within broader Enlightenment culture. Liana Vardi discusses three theorists - Francois Quesnay; Victor Riquetti, marquis de Mirabeau; and Pierre Samuel Du Pont de Nemours - and shows how their understanding of mental processes, science, politics and the arts influenced their individual approach to economic writing. The difficulty in explaining the doctrine, combined with the expectation that the public would be persuaded by its arguments, mired physiocracy in endless contradictions.
