The U.S. environment for formal collaborative research was established through a number of policy initiatives promulgated in the 1980s in response to the widespread productivity slowdown throughout industry that began in the early 1970s and then intensified in the late 1970s and early 1980s. These initiatives include the Bayh–Dole Act of 1980, the Stevenson–Wydler Act of 1980 and its amendments, the National Cooperative Research Act of 1984 and its amendments, and the Federal Technology Transfer Act of 1986. Collaborative Research in the United States offers a critical and retrospective description of collaborative research activity in the United States in an effort to provide a prospective framework for policymakers to evaluate future policy initiatives to encourage such strategic behavior. The analysis that underlies the policy framework draws from the performance of U.S. firms’ experiences, presenting a quantitative foundation for recommendations about future policy initiatives. Benjamin Franklin The significant apathy that characterized relationships between indus try and universities and the adversarial nature of relationships between industry and government have both faded rapidly in the 1980s as the realities of global competition have surfaced in the United States. Both industry and government leaders articulate a number of constructs for regaining our competitiveness in world markets. One of the more fre quent strategies prescribed in this new competitiveness era is cooperation. Different individuals or groups may espouse different definitions, inter pretations, or areas of emphasis, but the overall importance of this concept is substantial. Although examples of cooperative research have existed for several decades, the number and variety of relationships have expanded rapidly in the 1980s as corporations, universities, and governments have embraced this strategy. Joint ventures involving two or three firms increased from under 200 per year in the 1970s to over 400 per year by the mid-1980s. Multiple-firm cooperative arrangements are a more recent phenomenon, made possible by the National Cooperative Research Act of 1984. By mid- 1988,81 of these industry-level consortia had formed under the provisions of the 1984 Act. The rapid growth in cooperative research and development (R&D) is primarily a response to the pressures of international competition. As a corporate strategy, cooperative R&D meets short-term needs for assets to implement new approaches for coping with intensifying competition.

The U.S. government's R&D relationship with these two countries, while having common scientific interests, differs in character: The R&D relationship with Canada has the quality of a partnership between equals. In contrast, the relationship with Mexico, while sound and growing, is not an equal exchange, being more formal and having more one-way transfer of information and assistance.

Book excerpt: In order to answer important questions about ecosystems and biodiversity, scientists can look to the past geological recordâ€"which includes fossils, sediment and ice cores, and tree rings. Because of recent advances in earth scientists' ability to analyze biological and environmental information from geological data, the National Science Foundation and the U.S. Geological Survey asked a National Research Council (NRC) committee to assess the scientific opportunities provided by the geologic record and recommend how scientists can take advantage of these opportunities for the nation's benefit. The committee identified three initiatives for future research to be developed over the next decade: (1) use the geological record as a "natural laboratory" to explore changes in living things under a range of past conditions, (2) use the record to better predict the response of biological systems to climate change, and (3) use geologic information to evaluate the effects of human and non-human factors on ecosystems. The committee also offered suggestions for improving the field through better training, improved databases, and additional funding.

Book excerpt: Today in most scientific and technical fields more than 90% of research studies and publications are collaborative, often resulting in high-impact research and development of commercial applications, as reflected in patents. Nowadays in many areas of science, collaboration is not a preference but, literally, a work prerequisite. The purpose of this book is to review and critique the burgeoning scholarship on research collaboration. The authors seek to identify gaps in theory and research and identify the ways in which existing research can be used to improve public policy for collaboration and to improve project-level management of collaborations using Scientific and Technical Human Capital (STHC) theory as a framework. Broadly speaking, STHC is the sum of scientific and technical and social knowledge, skills and resources embodied in a particular individual. It is both human capital endowments, such as formal education and training and social relations and network ties that bind scientists and the users of science together. STHC includes the human capital which is the unique set of resources the individual brings to his or her own work and to collaborative efforts. Generally, human capital models have developed separately from social capital models, but in the practice of science and the career growth of scientists, the two are not easily disentangled. Using a multi-factor model, the book explores various factors affecting collaboration outcomes, with particular attention on institutional factors such as industry-university relations and the rise of large-scale university research centers.
