This report outlines the methods and techniques available to evaluate the physical changes to fish habitat in the Great Lakes nearshore region. It begins with an overview of the applicable parts of the Fisheries Act respecting alteration or disruption of fish habitat, as well as of the types of projects that can affect fish habitat and the shore types and natural processes occurring on the Great Lakes. The report then describes approaches for assessing physical conditions and processes, including the preparation of information on pre-development site conditions, definitions of physical habitat characteristics, and assessment of impacts (areas lost) and may be required for assessment of physical impacts for different shore and project combinations.

These procedures allow the evaluation of pre- and post-development scenarios, including any compensatory measures. This report applies these procedures to two case studies consisting of the construction of a 150-metre long headland in Hamilton Harbour and the construction of marina breakwaters in the Bronte Outer Harbour, Lake Ontario. The investigations focused on evaluating the indirectly modified areas, or those affected by changes to wave and current patterns caused by the presence of the new development. Specific impacts examined include changes to surficial substrate and depth, changes to macrophyte coverage, changes to wave conditions, and the relationship between physical processes and macrophyte growth. A new criterion for limiting local wave conditions associated with the survival of macrophytes is proposed and recommendations are made to refine and substantiate such a criterion.
