Book Polar Icebreaker Roles and U S Future Needs

Download or read book Polar Icebreaker Roles and U S Future Needs written by National Research Council and published by National Academies Press. This book was released on 2006-01-08 with total page 53 pages. Available in PDF, EPUB and Kindle. Book excerpt: The age and condition of the U.S. Coast Guard's polar icebreakers are jeopardizing national security and scientific research in the Arctic and Antarctic, according to an interim report from the National Academies. Because of a shortfall in funding for U.S. polar icebreaking activities, long-term maintenance on these icebreakers has been deferred over the past several years, making the ships inefficient to operate and their technological systems outdated. Congress asked the National Academies to provide a comprehensive assessment of the current and future roles of U.S. Coast Guard polar icebreakers in supporting U.S. operations in the Antarctic and the Arctic, including scenarios for continuing those operations and alternative approaches, the changes in roles and missions of polar icebreakers in the support of all national priorities in the polar regions, and potential changes in the roles of U.S Coast Guard icebreakers in the Arctic that may develop due to environmental change. This brief interim report highlights the most urgent and time-dependent issues, and a final report, expected to be released next summer, will examine the type and number of icebreaking ships that the U.S. requires in the long term and other issues.

Book Polar Icebreakers in a Changing World

Download or read book Polar Icebreakers in a Changing World written by National Research Council and published by National Academies Press. This book was released on 2007-03-14 with total page 135 pages. Available in PDF, EPUB and Kindle. Book excerpt: The United States has enduring national and strategic interests in the polar regions, including citizens living above the Arctic circle and three year-round scientific stations in the Antarctic. Polar icebreaking ships are needed to access both regions. Over the past several decades, the U.S. government has supported a fleet of four icebreakersâ€"three multi-mission U.S. Coast Guard ships (the POLAR SEA, POLAR STAR, and HEALY) and the National Science Foundation's PALMER, which is dedicated solely to scientific research. Today, the POLAR STAR and the POLAR SEA are at the end of their service lives, and a lack of funds and no plans for an extension of the program has put U.S. icebreaking capability at risk. This report concludes that the United States should continue to support its interests in the Arctic and Antarctic for multiple missions, including maintaining leadership in polar science. The report recommends that the United States immediately program, budget, design, and construct two new polar icebreakers to be operated by the U.S. Coast Guard. The POLAR SEA should remain mission capable and the POLAR STAR should remain available for reactivation until the new polar icebreakers enter service. The U.S. Coast Guard should be provided sufficient operations and maintenance budget to support an increased, regular, and influential presence in the Arctic, with support from other agencies. The report also calls for a Presidential Decision Directive to clearly align agency responsibilities and budgetary authorities.

Book The U S Coast Guard is Building an Icebreaker Fleet

Download or read book The U S Coast Guard is Building an Icebreaker Fleet written by Abbie Tingstad and published by . This book was released on 2020 with total page 15 pages. Available in PDF, EPUB and Kindle. Book excerpt: International interest in polar regions continues to grow, bringing with it increasing concerns about competition, safety, economic opportunity, and the environment. The White House recently issued a memorandum reaffirming a call for a fleet of polar-security icebreakers to serve U.S. interests in the Arctic and Antarctic. In the Arctic, the United States maintains sovereignty in maritime areas under U.S. jurisdiction, manages resources in these waters, maintains waterway access to icebound ports and communities, and ensures the safety and security of vessels operating near ice. In the Antarctic, the United States maintains a research and diplomatic presence within the broader global community. For several years, icebreaking has been identified among important capability gaps for U.S. polar operations. Only two U.S. Coast Guard cutters are capable of operating in heavy polar ice, and both have limited time left in their operational life spans. Continued interest in polar icebreaking presents an opportunity to enhance U.S. presence in the Arctic and Antarctic. The United States is moving forward with a plan to build three additional icebreakers and hopes to fund three more. The authors of this Perspective recommend that the Coast Guard (1) assess further needs for implementing additional icebreaking capacity; (2) ensure that new vessels are built with a changing, multimission operating environment in mind; and (3) consider other, related capability investments as part of planning, including additional people and materiel. In the Perspective, the authors expand on each of these recommendations and include short scenarios to illustrate some potential needs for icebreakers.

Book Coast Guard Polar Icebreakers

Download or read book Coast Guard Polar Icebreakers written by Nathan L. Scott and published by . This book was released on 2010 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Polar icebreakers can operate in the extreme conditions of, and break through the thick ice found in the Arctic Ocean and the waters surrounding Antarctica. Congress has expressed concern about the Coast Guard's ability to meet its polar operations mission requirements in light of the condition of the Coast Guard's polar icebreaker fleet, and directed the Coast Guard to submit a comprehensive report on polar operations. This book examines the issues facing Congress on whether it will approve or modify the Coast Guard's plan for modernising its polar icebreakers. Congressional decisions on this issue could affect the Coast Guard's ability to perform its polar missions, funding requirements and U.S. shipbuilding industrial base. This book consists of public documents which have been located, gathered, combined, reformatted, and enhanced with a subject index, selectively edited and bound to provide easy access.
