Only few months ago a considerable number of European citizen decided enthusiastically to adapt the new € currency, while the procedure and negotiation towards the eastward enlargement of the Community produces predominantly positive news. At latest with the Council Meeting of Laeken it had been concluded that a major step of the enlargement – and thus an unprecedented step in Europe’s history – might be accomplished in 2004 [1]. Nonetheless, the events of two recent wars on the Balkans (Bosnia and Kosovo) and the consciousness of Europe’s inability to cope with these local conflicts prevails still in the collective memory of most of European political and military leaders. After the end of the Cold War the today’s security scenario is lacking the – to certain extent healthy – superpower polarity of the good old days that often served to impose tense order in a confrontational world. Intra-failed-state and regional conflicts are now joining with local instability and insurgencies, which may define the most likely forms of upcoming armed conflicts in Europe or its near periphery[2]. Thus, aim of this paper shall be to elaborate a feasible and predictable scenario of European future security policy and its accompanying means. To the purpose of this discussion it deems necessary first to identify where Europe is, or where it ends, and what should be considered indispensable for a European security model. Correspondingly, there are already a number of international organizations in existence, which solely may already provide sufficient security to what is considered of Europe’s interest. Part of this paper shall be the evaluation if these existing institutions. This should allow for some recommendations, which ought to be the last part of this discussion. [...]

Available in PDF, EPUB and Kindle. Book excerpt: At the moment, the revision of security policy and the formation of a new consensus to support it are still at an early stage of development. The idea of comprehensive security cooperation among the major military establishments to form an inclusive international security arrangement has been only barely acknowledged and is only partially developed. The basic principle of cooperation has been proclaimed in general terms in the Paris Charter issued in November of 1990. Important implementing provisions have been embodied in the Strategic Arms Reductions Talks (START), Conventional Forces in Europe (CFE), and Intermediate-Range Nuclear Forces (INF) treaties. Except for the regulation of U.S. and Commonwealth of Independent States (CIS) strategic forces, however, these arrangements apply only to the European theater and even there have not been systematically developed. The formation of a new security order requires that cooperative theaters of military engagement be systematically developed. Clearly that exercise will stretch the minds of all those whose thinking about security has been premised on confrontational methods. Nonetheless, such a stretching is unavoidable. The new security problems are driven by powerful forces, reshaping the entire international context. They impose starkly different requirements. They will deflect even the impressive momentum of U.S. military traditions. The eventual outcome is uncertain. It turns upon political debates yet to be held, consensus judgements yet to form, and events and their implications yet to unfold. Fundamental reconceptualization of security policy is a necessary step in the right direction, and it is important to get on with it. Getting on with it means defining the new concept of cooperative security, identifying the trends that motivate it, outlining its implications for practical policy action, and acknowledging its constraints. These tasks are the purpose of this essay.

Book excerpt: The Code of Conduct on Politico-Military Aspects of Security, adopted by OSCE member states during the Budapest Summit of December 1994, has become a significant addition to the range of politically binding documents of the OSCE. The Code, besides referring to internationally legally binding provisions for the conduct of politico-military affairs, codifies some of the existing norms on the democratic control and use of armed forces for interstate and intrastate purposes. It also lays down guidelines for the personal responsibility and accountability of the individual members of these armed forces. Moreover, this latest product of OSCE norm setting aims at becoming a valuable and effective instrument for the prevention of armed conflict. The significance, validity, and virtues of the Code are critically examined in this work. It is based on a seminar which was sponsored by the Ministries of Foreign Affairs of Germany and the Netherlands, and organized by the Netherlands Institute of International Relations Clingendael, in cooperation with the German Stiftung Wissenschaft und Politik. The book introduces the Code as a whole and deals with experiences from the negotiating table. It links the Code with international law and evaluates the Code on its early warning and conflict prevention merits. The work also investigates the connections between the Code and civil-military relations in the cases of Poland, the Russian Federation, and Germany and charts the way ahead for implementation of the Code. Finally, the Editor summarizes the main conclusions and highlights of the debate.

Global Engagement offers a complete analysis of the concept of cooperative security, which seeks to establish international agreements to regulate the size, technical composition, investment patterns, and operational practices of all military forces for mutual benefit. It explains how cooperative security also aims to create mechanisms to prevent the proliferation of weapons of mass destruction and regional conflict. The contributors identify the trends motivating the movement toward cooperative security and analyze the implications for practical policy action. They examine the problem of controlling advanced conventional munitions, analyze an integrated control arraignment, discuss international principles of equity and their relationship to problems of security, and offer regional political perspectives while considering social regional security problems. With the altered security environment, cooperation has clearly become the new strategic imperative. Policymakers are challenged to dispose of large arsenals of conventional and nuclear weapons and redirect their efforts to support preventative management of security conditions. Book excerpt: The institutional foundations of cooperative security in Europe and the rules and principles they represent are rapidly disappearing. Both Russia and the West are starting to prefer deterrence to cooperative security. This spirit is also beginning to pervade economic relations and inter-societal interactions. Other countries increasingly see this confrontation as a threat to their own security. Attempts to restore a normative approach to international governance -- rules and principles, whether based on shared values or not -- would appear to require a significant lessening of current tensions first. This report, therefore, argues that interim rules of the road in the security, economic and social fields, based on current realities and currently shared interests, are needed to help reduce those tensions: a modus vivendi that allows the sides to retain their principled positions on the European order, and how they believe it is threatened; but that also allows for the mitigation and containment of existing conflicts. This will not produce as much stability as a norms-based regime, and may result in less human security for individuals, but it can pave the way for serious discussions that can lead to a return to norms and principles as a guiding force for the European order. The ideas in this paper are based on fifteen national narratives produced by institutions affiliated with this Network and which will be published separately.
