As cities are increasingly confronted by multiple crises [e.g. Covid-19 pandemic, climate crisis] and conditions of precarity [e.g. urban inequality, inadequate public infrastructure], such circumstances call for more interactive, collaborative, and creative approaches for [re]designing their public realm. Based on these premises, the book integrates discussions of three critical and interrelated phenomena: creative ways of mobilizing communities around common concerns and desires [i.e. co-designing publics], deployment of grassroots tactics and social innovations [i.e. informal strategies], and production of spatial networks of public spaces intertwined with their ongoing governance [i.e. public realm]. Contextually grounding these discussions in cities of the global south enables us to learn how innovative co-design practices operate around issues such as homelessness and affordable housing, sustainable and equitable energy systems, waste management, cooperative models of property ownership, the promotion and protection of human rights, and the production of peace in contexts of violence. The book thereby draws from and presents public conversations between academic research and case studies of activism [from Bogota, Bengaluru, Cape Town, Jakarta, Phnom Penh, and Sao Paulo]. Yet what happens when our attention needs to be more local, collective, and focused on our immediate communities? Perhaps more important, how can we imagine and create new technologies with local communities? In Designing Publics, Christopher Le Dantec explores these questions by designing technologies with the urban homeless. Drawing on a case study of the design of a computational infrastructure in a shelter for homeless women and their children, Le Dantec theorizes an alternate vision of design in community contexts. Focusing on collective action through design, Le Dantec investigates the way design can draw people together on social issues and create and sustain a public. By “designing publics” he refers both to the way publics arise out of design intervention and to the generative action publics take—how they “do design” as they mobilize and act in the world. To do so, it presents an extensive study conducted within a particular community of residents in Milan: this is a social innovation story integrated into the discipline of service design, which simultaneously deepens the related concepts of co-design, co-production and co-management of services. Drawing upon this experience and further studies, the book presents the idea of a collaborative infrastructure and its related infrastructuring process in ten steps, in order to explore the issues of incubation and replication of services and to extensively investigate the creation of those experimental spaces in which citizen participation is fostered and innovation in the public realm is pursued. Lastly, the book develops other lines of reflection on co-design seen, for example, as a form of cultural activism, as an instrument for building citizenship, and as a key competence for the public administration and thus as a public service itself. The idea of co-design as a way to regenerate the practices of democracy is a recurring theme throughout the book: co-design is a process that seeks to change the state of things and it is intentionally presented as a long and complex path in which the role of designer is not only that of a facilitator, but also that of a cultural operator who contributes with ideas and visions, hopefully fostering a real cultural change.

Increasingly public services are provided in digital form; their uptake however remains well below expectations. In particular, amongst older adults the need for public services is high, while at the same time the uptake of digital services is lower than the population average. One of the reasons is that many digital public services (or e-services) do not respond well to the life worlds, use contexts and use practices of its target audiences. This book argues that when older adults are involved in the process of identifying, conceptualising, and designing digital public services, these services become more relevant and meaningful. The book describes and compares three co-creation projects that were conducted in two European cities, Bremen and Zaragoza, as part of a larger EU-funded innovation project. The first part of the book traces the origins of co-creation to three distinct domains, in which co-creation has become an equally important approach with different understandings of what it is and entails: (1) the co-production of public services, (2) the co-design of information systems and (3) the civic use of open data. The second part of the book analyses how decisions about a co-creation project’s governance structure, its scope of action, its choice of methods, its alignment with strategic policies and its embedding in existing public information infrastructures impact on the process and its results. The final part of the book identifies key challenges to co-creation and provides a more general assessment of what co-creation may achieve, where the most promising areas of application may be and where it probably does not match with the contingent requirements of digital public services. Contributing to current discourses on digital citizenship in ageing societies and user-centric design, this book is useful for researchers and practitioners interested in co-creation, public sector innovation, open government, ageing and digital technologies, citizen engagement and civic participation in socio-technical innovation.

Public Service Logic challenges the product-dominant assumptions of the New Public Management (NPM) about the nature and management of public service delivery. Whilst the NPM has led to some important developments in public management, it has also had significant limitations and weaknesses. The book presents an alternative to this, as a framework for the future delivery and reform of public services globally. It draws upon the extant literature in the field of service management to argue for a Public Service Logic (PSL) for the delivery of public services. This situates public service delivery within the vibrant and influential field of service-dominant research and theory. It argues that effective public service management requires both that these services are understood as services not as products and that, consequently, public service management requires a focus on value creation as its over-arching rationale.
