Book excerpt: Programs to improve the performance of micro and small enterprises (MSEs) through clustering is now becoming the design of industrial and innovation policies which is implemented by policy makers in Indonesia. There has been a common perception that clusters are able to encourage entrepreneurship, learning, and productivity improvements for MSEs more effectively. This common perception, however, should be further explored whether clustered MSEs successfully obtain "collective efficiency" from clusters or they even suffer from "collective failure". This book is an attempt to reveal such issues of MSEs clustering by presenting a case study on small industrial clusters in Central Java which is well known as the "heartland" of MSEs operate in clusters. While supporting programs are persistently introduced to such clusters, in fact, to obtain "the collective efficiency of clustering" is not so easy. Unfair competition accompanied by ineffective cooperation might be factors that cause to clustered MSEs failed to gain the benefit of clustering.

Organized crime in today’s world is increasingly moving from rigidly structured entities to decentralization with unclear, blurred edges and a hybrid structure, which is dictated by the rationality of adapting to social change, including the emergence of new widespread demands for illegal goods and services, new ways to evade social control, the prevalence of poly-criminal activities, the involvement in general digitalization, and so on. Specifically, the study is focused on the evolution of organized crime models in Ukraine considering the socioeconomic, political, and ideological background. Organized crime in Ukraine has gone through numerous transitions, encompassing professionally or traditionally organized criminal groups (the so-called community of ‘thieves in law’), functional racketeering groups, businessmen who accumulated their initial capital through the shadow economy, bureaucratically constructed groups from former official vertically powerful ruling circles, networks of personal or professional connections of the Soviet special services, oligarchic-clan pyramidal structures and amorphous delocalized cyber entities. This book also gives a broad picture of contemporary criminal clusters in Ukraine and an assessment of a full-scale war’s impact. Russia’s invasion on 24 February 2022 and massive hostilities provoked a turbulent situation for organized crime, resulting in the breaking of former criminal ties and the degradation of certain criminal and corrupt practices. At the same time, the war and the martial law regime created opportunities for organized crime in Ukraine to develop new illegal markets and relocate existing ones.

Book excerpt: There is a fierce regional competition to grow “innovation clusters” going on in the U.S. Many worry states and cities are overspending on innovation rather than focusing on more immediate problems like improving basic infrastructure. For the first time, the federal government has taken action to reduce the costs of regional cluster competition through the America Competes Act's “regional innovation program.” Drawing on patent law theory, I argue the program represents an innovative way to “manage” local investments in innovation. Instead of granting regions exclusive rights over particular clusters, the Competes Act authorizes federal grants for regions that design and disclose winning cluster strategies. In theory, this will encourage regions to specialize in areas where they have a real comparative advantage -- efficient energy in Philadelphia, PA, 3D-printing in Youngstown, OH -- rather than wasting money in a race to be winners in the same technology fields. In addition, it will change the type of innovation that regions invest in, making high-spillover research more attractive through the promise of federal subsidy. Lastly, the statute creates a completely new system for collecting and analyzing data on cluster activity that must be made available to other state and local actors. However, this strategy faces a serious challenge. As in patent law, where inventors may spend more due to the prospect of getting a patent, regions may engage in more rather than less wasteful spending on innovation in the presence of federal subsidies. Therefore, I argue the “carrots” provided in the Competes Act must be accompanied by the “stick” of preemption in limited circumstances.

It studies cluster dynamics in transition economies, exploring the case of Albania. In developing countries, the ‘model’ of the developed countries, is often seen as the endpoint of a trajectory that must be followed meticulously, implying a view on modernization as a linear and uniform process. They tend to import policies from these ‘success models’ showing minimal regard to their context and institutional capabilities; therefore, more often than not, such policies show little effectiveness. This research on cluster policies in Albania confirms this. It suggests that in Albania there is a need to revise the way of thinking about clusters, considering them first and foremost as relational networks, instead of physically bound industrial districts. While there is questioning of top-down policies and the national innovation systems prerogative, the suggested model by this research, in line with some of the most recent policy frameworks, advocates the need for flexibility, bottom-up initiatives and place-based approaches. By means of conclusion, the book comes up with an alternative model of territorial policies for cluster development, shifting from ‘static’ towards ‘dynamic’ planning.
