While Eastern enlargement was widely celebrated as the ‘reuniting of Europe’, the sheer number of applicants, their low economic development and the need for new states to transform in accordance with EU values required considerable adjustments to the EU’s self-image. By examining the European Council’s contentious approval of the Mediterranean and Central and Eastern European countries in the 1970s and 1990s, this book investigates why the European Union enlarges. Based on new and hitherto not analysed data, it introduces the concept of ‘anomie’ to the discourse and, in doing so, makes a timely contribution to the literature of constitutional politics and enlargement of the European Union. Book excerpt: THE EUROPEAN SINGLE MARKET This volume comprises a collection of papers, some of which were presented at different workshops organized by the European Economics and Financial Centre (London), in conjunction with various European central banks. In addition the book contains, in Chapter 2, the text of a memorial lecture on Trade and Financial Relationships of the US and Europe given by this author in New York. The lecture, known as the Henry George Lecture, was given at St John's University in New York in April 1993. The workshops were part of a series of workshops, the first of which was hosted by the Central Bank of Finland. At these workshops usually some 20 central banks from Europe, the Federal Reserve Board and various other central banks were present. Furthermore the workshops contain papers from international organizations such as the OECD, European Commission, Bank for International Settlement, government ministries, commercial banks, re search institutes and academics from Europe and elsewhere. The two workshops from which some of these papers were drawn were those held at the Central Bank of the Netherlands and the Central Bank of Austria. The workshop held at the Central Bank of the Netherlands (De Nederlandsche Bank), was on Policy Coordination, and took place during 2-4 November, 1992. The one held at the Central Bank of Austria (6stereichische Bank), was on Policy Formulation in Interdependent Market, and took place during 24-26 March 1993.

Book excerpt: At the end of 1991, the Fondazione Eni Enrico Mattei hosted the Integration Symposium of the Confederation of European Associations of Economists on "Europe between East and South". This volume brings together the selected and edited proceedings of the conference. The focus of the book is the transformation of the formerly planned economies in Eastern and Central Europe from an international perspective. The opening up of the Eastern bloc adds a new and extremely challenging dimension to the relationship between the more and the less developed economies. Almost all developing countries implemented liberalisation policies throughout the Eighties, thereby dramatically increasing the market orientation of their economies. The "recipes" used in the South are also being applied virtually unmodified, in Eastern Europe. The symposium was one of the first forays comparing the two sets of experiences, showing that the lessons from the South are of great value for Eastern European reforms. Reforms in Eastern European countries equally affect economic flows between Europe and developing countries, and create new challenges for European countries themselves. Eastern Europe is an enclave of cheap and relatively skilled labour, thus a dramatic competitive threat for other developing countries and poorer EC regions. Furthermore, the strategic relevance of this area for the western world is likely to cause a diversion of public resources previously earmarked for the development of southern economies. All these issues could have tremendous consequences for the environment.

Book excerpt: European Union Enlargement offers an intense and detailed analysis of the almost ten-year process of preparing and negotiating the accession of Eastern, Southeastern, and Central European countries, as well as Mediterranean countries to the European Union. In the end, ten joined in 2004, with two more to follow in 2007. European Union Enlargement was written by two diplomats who were directly involved in that process. Sajdik and Schwarzinger relate their first-hand experience of proceedings that occurred behind closed doors. They detail how the vision of adding some countries gradually developed into the concrete policy intended to enlarge the European Union. A special chapter explains the Accession Process as well as the Union's strategy that prepared the candidate countries, in legal and economic terms, for membership. The authors describe in detail the complex negotiations that occurred from 1998 to 2002. These include activities of EU member states as well as the European Commission with respect to the candidate countries. They further offer a brief analysis of future possibilities of EU-accession by Balkan nations and Turkey. A number of topical chapters deal with particular key issues involved in the process: free movement of workers, agriculture, financing of the enlargement, transport, and nuclear safety. Other chapters deal with the enclave of Kaliningrad as well as the Stability and Association Pact for South East Europe. In addition to providing key information about the process, this volume is also a case study of European policies and diplomatic practice. The enlargement negotiations from 1998 to 2002 were the most complex ones the European Union had ever conducted. In consequence, this work gives insight into the working methods of both the institutions in Brussels and of the representatives of the member states that made them a success. It will be of interest to those concerned with European politics, international organizations, and area studies.

A New Regional Geography of Europe?” of the XXII Conference of the Italian Association of Labour Economics (AIEL). The session aimed to stimulate the debate on the continuity/ fracture of regional patterns of development and employment in old and new European Union (EU) regions. In particular, we asked whether, and how different, the causes of emergence and the evolution of regional imbalances in the new EU members of Central and Eastern Europe (CEE) are compared to those in the old EU members. Several contributions in this book suggest that a factor common to all backward regions, often neglected in the literature, is to be found in their higher than average degree of structural change or, more precisely, in the hardship they expe- ence in coping with the process of structural change typical of all advanced economies. In the new EU members of CEE, structural change is still a consequence of the continuing process of transition from central planning to a market economy, but also of what Fabrizio et al. (2009) call the “second transition”, namely that related to the run-up to and entry in the EU.

The demise of the socialist CMEA and the USSR has allowed eastern European economies to open up and caused Russia/the CIS to engage in a series of difficult reforms which have been supported by the G-7 and the International Monetary Fund plus the World Bank on the one hand, and, on the other hand, by the EU and the EBRD. While some of the (early) Visegrad countries apparently were rather successful in their transition attempt, systemic transition approaches in other countries - Romania and Bulgaria - and, above all, in Russia largely were a failure. Economic hardship, social unrest, political radicalization and the international spreading of criminal activities can be identified as problems from the failure of Russia's first transition attempt. This book deals - from an international perspective - with the postsocialist countries in Europe, i. e. there is a focus on eastern enlargement and on Russia on the one hand, on the other hand the topic is which international influences and effects will emerge from EU enlargement and the Russian transition. While chapter A exclusively deals with major problems of eastern enlargement and the policy options for dealing with this difficult problem, chapter B is devoted to the Russian transformation crisis. There the analysis has a focus on Russia in its own right but also on the potential negative spillovers of a Russian transformation disaster which could occur in the late 1990s.
