Book excerpt: Climate change adaptation planning is critical to managing natural resources in the face of climate change. This case study details a climate change adaptation planning process completed by a multi-disciplinary team for Seal Beach National Wildlife Refuge and Naval Weapons Station Seal Beach in coastal southern California. The planning process involved five main steps: 1) identify project scope, 2) identify conservation targets within the study area, 3) describe current threats to conservation targets, 4) complete a climate change vulnerability assessment, and 5) identify near-term (15 years, 2030), and long-term (90 years, 2110) priority management actions to combat the impacts from sea-level rise. This project integrated elements of multiple existing conservation and adaptation planning frameworks to identify management actions that could potentially increase climate change resiliency of conservation targets. We highlight lessons learned that may be useful for complex climate adaptation planning using multiple frameworks and including multiple stakeholder groups.

Available in PDF, EPUB and Kindle. Book excerpt: Communities around the globe have already begun to feel the impacts of climate change. Looking forward, the impact will only become more pronounced. As such, an increasing number of municipalities, counties, and states are asking how they can prepare. Various non-profits, public entities, and even the private sector are trying to facilitate smart preparedness policies by providing tools that forecast expected changes and provide guidance for vulnerability assessments. Many of these tools take the form of map-based visualizations showing downscaled climate data. This thesis explores whether communities are actually able to use this downscaled data to inform decisions and consider policy options that will increase their resilience. I specifically focus on a tool produced by the State of California called Cal-Adapt. Based on interviews with local officials and climate professionals across California, I find that climate tools like Cal-Adapt do provide value. They deliver information needed by local officials to think through future conditions and lobby for the resources they need. Despite this, Cal-Adapt is not reaching its full potential. Local action is impaired by an ambiguous policy objective at the state level regarding what local officials ought to be doing to respond to climate change. This lack of guidance is reflected in Cal-Adapt, which fails to support specific decisions. As a contrast to Cal-Adapt, I look at two other web-based tools, and one case study of a county that applied climate data quite heavily in its vulnerability assessment. In all three examples, the data developers employed a collaborative approach that brought decision-makers, stakeholders, and scientists together. All three tools gained power through this collaborative process, making their data more usable when compared to Cal- Adapt. However, even in places with access to collaboratively built tools, the state's failure to mandate action on climate preparedness continued to impair action.

Vaughn examines climate adaptation against the backdrop of ongoing processes of settler colonialism and the global climate change initiatives that seek to intervene in the lives of the world’s most vulnerable. Her case study is Guyana in the aftermath of the 2005 catastrophic flooding that ravaged the country’s Atlantic coastal plain. The country’s ensuing engineering projects reveal the contingencies of climate adaptation and the capacity of flooding to shape Guyanese expectations about racial (in)equality. Analyzing the coproduction of race and vulnerability, Vaughn details why climate adaptation has implications for how we understand the past and the continued human settlement of a place. Such understandings become particularly apparent not only through experts’ and ordinary citizens’ disputes over resources but in their attention to the ethical practice of technoscience over time. Approaching climate adaptation this way, Vaughn exposes the generative openings as well as gaps in racial thinking for theorizing climate action, environmental justice, and, more broadly, future life on a warming planet.
