Book excerpt: Highly vulnerable to the effects of climate change, heat waves in Egypt are increasingly severe and frequent, raising the already high evaporation rate, accelerating crop transpiration, increasing soil aridity and elevating water requirements for both human and agricultural consumption in a country where water is imported. The forecasted spike in rainfall variability will affect flow of the Nile River, increasing both drought and high-flow years. While Egypt must produce more food for its rapidly growing population and confront high levels of child malnutrition, agricultural performance is slowing due to inefficient use of land, labour, water and energy along with environmental degradation and limited access to new technology, all of which favour increased incidence of pests and disease. Having tested climate smart agriculture (CSA) in four of Egypt’s most significant value chains – dairy, dates, maize and wheat – the authors demonstrate that CSA practices, technologies and policies will increase agricultural productivity and incomes, strengthen resilience to climate change and improve mitigation of its effects. These important, evidence-based findings have bearing well beyond Egypt’s borders. This publication is part of the Country Investment Highlights series under the FAO Investment Centre's Knowledge for Investment (K4I) programme.

The study assesses the potential for increasing farmers’ incomes, decreasing greenhouse gas (GHG) emissions, and improving water-use efficiency (WUE) following the implementation of CSA interventions. It also analyses sustainable value chain production models for selected crops, with the goal of establishing climate-smart value chains that are economically feasible and present financial investment opportunities for small investors.

Book excerpt: Abstract: This study focuses on the climate change impact on food security with a focus on the agricultural sector and the food production system in Egypt. And, it examines how consistently can policies manage to reduce climate change effects on Egypt’s food security through qualitative research conducted through in depth interviews with ex-perts in the field. Egypt is one of the most vulnerable regions in the world to climate change risks. The agricultural sector is one of the affected sectors; this sector is very critical for Egypt’s national and food security since it shapes 17% of its GDP, 40% of its labor force, and 60% of its food production. Therefore, this study examines the current agricultural system and its vulnerabilities to climate change. Moreover, it dis-cusses how policies can manage to adapt to reduce climate change effects on Egypt’s food security and how can environmental and social concerns be integrated into envi-ronmental policies, to ensure sustainability. The study found that the current policies are not effective because of the absence of a relevant legal framework, lack of coop-eration among stakeholders, and the low awareness levels. Therefore, it is recom-mended to develop a comprehensive legal framework, which would support the gov-ernment to increase the cooperation among diverse stakeholders. In addition, it is suggested that the Egyptian government builds its cooperation with non-governmental organizations to raise awareness to the effect of climate change on re-sources and train stakeholders on how to use new technologies.

Book excerpt: With climate change, Egypt’s already arid climate will face even higher temperatures and lower rainfall over key agricultural areas, requiring further urgent adaptation investments. Data from three general circulation models of climate were used to better understand the likely effects of climate changes on Egypt’s agricultural sector. The findings show largely adverse biophysical effects of climate change by 2050. Compared to a no-climate change scenario, yields for food crops are projected to decline by over 10 percent by 2050 due to higher temperatures and water stress as well as increased salinity of irrigation water. The highest biophysical yield declines are estimated for maize, sugar crops, and fruits and vegetables. Moreover, due to the country’s dependence on food imports, Egypt is not only affected by climate change impacts at home, but also by impacts in other food producing countries. Climate change-induced increases in food prices will reduce Egypt’s food import demand, while also dampening demand for Egypt’s exports. The implications for Egypt are tighter food markets with both reduced domestic production and increased difficulties to import food making it more difficult to augment domestic food supplies. This situation suggests the need for investments in climate change adaptation in the agriculture sector. Global cooperation to mitigate greenhouse gas emissions is also warranted given the high cost to Egypt’s society from adverse climate change impacts worldwide.

This brief summarizes the results of a modeling exercise to examine a range of climate change adaptation approaches to counteract agricultural productivity declines. Rather than simulating a single technology, a ‘suite of technologies’ approach was used. For several food crops, none of the technology suites, individually or in combination, are shown to counteract the adverse impacts of climate change. For these crops, which include maize, oilseeds, pulses, and sugar, even stacking of technologies will not return productivity to pre-climate change levels. However, for fruits and vegetables, potatoes, rice, and wheat, crops less adversely affected by climate change, increased investments in climate changeresponsive crop traits, soil fertility improvement, water management, crop protection, or a combination of these technologies can counteract the adverse impacts of climate change on agricultural productivity. From a policy perspective, strong cooperation with the rest of the world on climate change adaptation will ultimately benefit Egyptian consumers. Doing so will reduce disruption of global food markets, which is of particular importance for countries, like Egypt, that are well integrated into those markets. In particular, Egypt’s economy and all Egyptian consumers benefit from the importation of lower-value, high water-consuming cereals under the hotter and drier conditions that can be expected in Egypt in the future due to climate change.

Nevertheless, the global agricultural production system has to meet the food demands from the growing human population, which is set to exceed 10 billion by 2050. This book discusses the impacts of climate change on agriculture, animal husbandry and rural livelihoods. Further, since agriculture, forestry and other land-use sectors contribute about 10–12 gigatonnes of CO2-equivalent per year, it argues that agricultural policy must dovetail adaptation and mitigation strategies to reduce greenhouse gases emissions. This calls for a reformative and disruptive agricultural strategy like climate-smart agriculture, which can operate at all spatio-temporal scales with few modifications. The book also redefines sustainable agriculture through the lens of climate-smart agriculture in the context of the sustainability of Earth's life- support system and inter- and intra-generational equity. The climate-smart agriculture approach is gaining currency thanks to its inherent positive potential, and its goal to establish an agricultural system which includes "climate-smart food systems", "climate-proof farms", and "climate-smart soils". Climate-smart agriculture provides a pathway to achieve sustainable development goals which focus on poverty reduction, food security, and environmental health.

In this context, IRENA and FAO have decided to jointly develop a report on the role of renewable energy used in food chain to advance energy and food security as well as climate action towards the achievement of Sustainable Development Goals and the Paris Agreement. While energy has a key enabling role in food system transformation and innovation in agriculture, its current use is unsustainable because of the high dependence on fossil fuels and frequent access to energy in developing countries. The challenge is to disconnect fossil fuel use from food system transformation without hampering food security. The use of renewable energy in food systems offers vast opportunities to address this challenge and help food systems meet their energy needs while advancing rural development while contributing to rural development and climate action.
