Book excerpt: To plan successfully and manage the increased uncertainties posed by likely future climate change, knowledge needs to advance much more for the water profession beyond what it is now available. Meeting these challenges does not depend exclusively on advances in climatological-hydrologic models. Policies for adaptation and strategies for mitigation measures have to be formulated on the basis of what are likely to be the potential impacts. These will have to be regularly fine-tuned and implemented according to changing needs and as more reliable knowledge and data become available. Even more challenging will be the politics of policy making and implementation, which will require a quantum leap from current policy-making and implementation processes. One can even say that, in addition to the development of more reliable models, the politics of climate change and water management remains one of the greatest uncertainties for the water profession. This book addresses water management practices and how these should and could be modified to cope with climatic and other related uncertainties over the next two to three decades; the types of strategies and good practices that may be available or have to be developed to cope with the current and expected uncertainties in relation to climate change; and the types of knowledge, information and technological developments needed to incorporate possible future climate change impacts within the framework of water resources management. Decision making in the water sector under changing climate and related uncertainties, and societal water security under altering and fluctuating climate are also discussed. Several case studies are included from several basins, cities, regions and countries in both developed and non-developing countries. This book was published as a special issue of the International Journal of Water Resources Development.

Moreover, water resources management faces a new uncertainty- i.e. the potential for longer-term and more persistent climate change nowadays, which, in coming years, may significantly affect the availability of supply and patterns of water demand. This book mainly focuses on the impact of climate change and human activities on water quality and water resources in Asia Countries. It begins by describing the characteristics of water related disasters in the world. Then, the book analyzes the changes of floods and associated socio-economic damages for whole China over the last century, and assesses water quality and pollution source for the Yangtze River Basin, suggesting water-related disasters would become more intense, longer lasting, and/or more frequent in a future warmer climate. Then, after investigating spatiotemporal trends and causes of water quality and water quality incidents (Chapter 4) and precipitation extreme events (Chapter 5) in Japan, subsequent two chapters mainly evaluate the climate and human impacts on precipitation variations, water quality and water resources in the Hokkaido area. The final chapter comprehensively analyzes climate change impacts on water resources in the Aral Sea Basin, and then estimate the water requirements and water deficits for irrigation, future agricultural yields of seven major crops, and land and water productivity in four provinces of Turkmenistan considering climate change, population growth, and three socio-economic development scenarios. All results obtained from this book may provide a means to reduce water quality incidents and mitigate future negative impacts by adapting water management. Furthermore, the improved methods for water quality modeling in data scarce regions are transferable to other study areas and applicable in future research.

Book excerpt: In 2019, the Council of the EU adopted conclusions on the European Court of Auditor's (ECA) Special Report on floods (ECA, 2018), amongst other recognising that serious floods have become more frequent in Europe and that climate change is an aggravating factor. The Council emphasised a need to improve the knowledge and modelling of the impact of climate change on all sources of floods and called upon the European Commission to work together with the Member States to reinforce and/or develop appropriate tools that better analyse and forecast these impacts. This analysis responds to the Council conclusions, by summarising and examining the Member States' responses to a Discussion Paper and the questions prepared by the Commission services, fully taking into account the conclusions and recommendations of the Commission's fifth Implementation Report of the Member States' second River Basin Management Plans and first Flood Risk Management Plans, reported under the Water Framework and Floods Directives respectively. The current document identifies the main challenges that Member States face when factoring the impact of climate change into flood risk management: - Uncertainty related to future flood risk and addressing the local scale; - Better identification of and guidance for tools and measures for a robust adaptation to future floodrisk; - Coordination of input from various working groups/platforms; - Lack of climate change factors, for different regions of a country and emission scenarios, whichcan be used to adjust hydrological variables (e.g. flood flows & intense rainfall); - Substantial differences between various projections of flood hazard and risk over the countryreported by different researchers. Furthermore, it identifies potential solutions to move forward, namely: - Addressing the issue of stationarity in flood frequency estimates; - Improving the process of integrating climate change science into flood risk management practice; - Using a risk-based approach; - Using online tools to provide a portal for flood and rainfall information under climate change. The document further complements the EU Strategy on Adaptation to Climate Change1, adopted by the European Commission on 24 February 2021. The Strategy highlights a number of actions in relation to flood risk management, with a particular focus on closing knowledge gaps on climate impacts and resilience, ecosystem restoration and management, as well as on nature-based solutions as tools to reduce risk of flooding.

More frequent and severe extreme weather conditions now exacerbate water shortages in many locations and existing infrastructure to store and release water rarely has the capacity to both prevent floods during wet periods and meet demand during drought periods. Competition among sectors adds pressure not only on water infrastructure, but also on management policies and allocation institutions. This book of contributed chapters assesses the performance of existing infrastructure, institutions and policies under different climate variability scenarios. It also provides suggestions for minimizing conflict over scarce water resources. More flexible water-allocation institutions and management policies, and better tools for decision-making under uncertainty will be required to maximize society’s net benefit from less reliable water resources. The chapters show how incentives for individuals to conserve water, and policies for helping vulnerable populations prepare for and recover from extreme events, will also need to be improved. Several contributing papers focused on case studies using Regional Climate Models (RCMs) linked to hydrological models, applied to the analysis of runoff under conditions of convective activity and extreme precipitation, in regions of complex topography, or stakeholder-driven investigations such as water runoff simulations in Quebec undertaken for a major utility. Thorough analyses of GCM results for the Century were reported at the Workshop, in order to illustrate the improvements in model results which have taken place in recent years, and the increasing confidence with which the models can be used for projecting climatic change in coming decades. However, there is still much room for improvement; there is also a need to address more fully the manner in which climate and impacts models (e. g. , hydrological models) can be linked, in terms of consistency and the overlap between different scales, the underlying physical assumptions, and the parameterizations used. Session 2 was devoted to the two extremes of water resources, namely floods and droughts, the focus here being to identify the climate change component in river floods. These have significant economic implications, as was shown by several scientists from Western and Central Europe. Many long time series have been studied worldwide with the aim of detection of nonstationarities, yet there is no conclusive evidence of climate-related changes in flow records, in general.
