Climate change challenges agriculture in many ways and affects – directly or indirectly – the economy, productivity, employment and food security. Assessing the impacts of climate change on crops is fundamental for elaborating evidence-based adaptation policies and strategies, guaranteeing sustainable pathways towards intensification and adopting climate-smart agricultural practices. This report presents insights about future climate change impacts on six crops (rice, maize, green gram, big onion, chilli and potato), selected according to a wide range of criteria: contribution to gross domestic product, relevance to food security and role as staple food, importance for farming systems, social impact, effect on employment, role as animal feed, consumer preferences, contribution to the export market, climatic vulnerability/resilience, market prices and price fluctuations, and farming input requirements.

However, the bigger question of national importance is what Sri Lanka’s climate will look like in 50 or 100 years and how prepared the country is to face such changes. This report reviews the status of climate change (CC) research/activities in Sri Lanka in terms of observed and projected climatic changes, their impacts on water resources and agriculture, CC mitigation and adaptation, and research needs. The study also developed a pilot level CC Vulnerability Index, which was subsequently mapped at district level. The maps indicate that typical farming districts such as Nuwara Eliya, Badulla, Moneragala, Ratnapura and Anuradhapura are the most vulnerable to CC due to their heavy reliance on primary agriculture.

The Midwest Book Review Despite its great importance, there are surprisingly few economic studies of the impact of climate on agriculture and how agriculture can adapt under a variety of conditions. This book examines 22 countries across four continents, including both developed and developing economies. It provides both a good analytical basis for additional work and solid results for policy debate concerning income distributional effects such as abatement, adaptation, and equity. Agriculture and grazing are a central sector in the livelihood of many people, particularly in developing countries. This book uses the Ricardian method to examine the impact of climate change on agriculture. It also quantifies how farmers adapt to climate. The findings suggest that agriculture in developing countries is more sensitive to climate than agriculture in developed countries. Rain-fed cropland is generally more sensitive to warming than irrigated cropland and cropland is more sensitive than livestock. The adaptation to climate change results reveal that farmers make many adjustments including switching crops and livestock species, adopting irrigation, and moving between livestock and crops. The results also reveal that impacts and adaptations vary a great deal across landscapes, suggesting that adaptation policies must be location specific. Finally, the book suggests a research agenda for the future. Economists in academia and the public sector, policy analysts and development agencies will find this broad study illuminating.

The model examines the net revenue per hectare of the four most important crops in the country. The limited range of temperature variation allows only a simple test of temperature impacts, but the greater range of precipitation across the country distinguishesmore complex precipitation effects.We then examine the impacts of the climate predictions of five AOGCM models and two simple uniform change scenarios for SriLanka. The impacts of rainfall increases are predicted to be beneficial to the country as a whole in all five AOGCM scenarios, but temperature increases are predicted to be harmful. Nationally, the impacts vary from 11 billion rupees (20 per cent) to 39 billion rupees ( 72 per cent) depending on the climate scenarios. With warming, the already dry regions (the Northern and Eastern provinces), are expected to lose large portions of their current agriculture, but the cooler regions (the central highlands), are predicted to remain the same or increase their output. The paper reconfirms that climate change damages could be large in tropical developing countries, but highly dependent on the actual climate scenario.

But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. This report brings together those two objectives and explores how they can more easily be achieved if considered together. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.

It is based on a survey of more than 9,000 farmers in 11 countries: Burkina Faso, Cameroon, Egypt, Ethiopia, Ghana, Kenya, Niger, Senegal, South Africa, Zambia, and Zimbabwe. The study uses a Ricardian cross-sectional approach in which net revenue is regressed on climate, water flow, soil, and economic variables. The results show that net revenues fall as precipitation falls or as temperatures warm across all the surveyed farms. In addition to examining all farms together, the study examined dryland and irrigated farms separately. Dryland farms are especially climate sensitive. Irrigated farms have a positive immediate response to warming because they are located in relatively cool parts of Africa. The study also examined some simple climate scenarios to see how Africa would respond to climate change. These uniform scenarios assume that only one aspect of climate changes and the change is uniform across all of Africa. In addition, the study examined three climate change scenarios from Atmospheric Oceanic General Circulation Models. These scenarios predicted changes in climate in each country over time. Not all countries are equally vulnerable to climate change. First, the climate scenarios predict different temperature and precipitation changes in each country. Second, it is also important whether a country is already hot and dry. Third, the extent to which farms are irrigated is also important.

Book excerpt: Increased incidences of drought and water scarcity due to climate change is an important challenge facing Sri Lanka’s agricultural sector. Identifying farm practices that can reduce its adverse impacts on agricultural production and farmers’ livelihoods is a key policy objective in Sri Lanka. This paper makes use of household survey data collected in Anurādhapura District to evaluate the impacts of 11 drought adaptation practices adopted by farmers in the district. The impacts of the practices are estimated simultaneously along two dimensions: 1) impact on sensitivity to water stress (measured in terms of the probability of experiencing crop loss due to wilting) and 2) impact on household livelihood (measured in terms of total value of crops harvested and total gross household income). After accounting for a wide range of confounding factors, five practices are found to be associated with a reduced sensitivity to water stress. However, only two of these are simultaneously associated with a higher gross value of crops harvested, while none is associated with significant differences in household income relative to non-adopters. The reasons for this vary by practice, but are linked to opportunity costs of household labour and market weaknesses for crops other than rice. Making climate adaptation practices profitable is a key challenge faced by policy-makers and will require a holistic research and extension approach that is bundled with complementary support to market institutions, such as appropriate mechanization services, value chain support for other field crops and input supply systems.
