Book excerpt: This report reviews current knowledge of the effects of climate change on hunger. It summarizes knowledge from global studies completed and provides an overview of actions that can be taken to address the challenge. We believe that unless climate change is mitigated by substantial reductions of greenhouse gases it will greatly increase hunger, especially in the poorest parts of the world. The scale of risk from climate change varies with assumptions about future development, especially future levels of poverty, but it is likely to affect tens to hundreds of millions of people. It is expected that Africa will be most affected, especially the semi-arid regions north and south of the equator. This is mainly because of projected increases in aridity resulting from climate change and because of high vulnerability consequent on low levels of income. The poorest parts of southern and south-eastern Asia are likely to be substantially affected, with strong negative impacts on agricultural production. Food production in other regions, for example Central America, may also be impacted.

Fears about societal insecurity due to food price increases and hunger, grave scenarios regarding the effects of climate change and general uncertainty about the impacts of investments in biofuels and so-call “land grabbing” on food prices and availability have meant that food security is now recognised as being a multifaceted challenge. This book is unique in that it will bring together analyses of these different factors that impact on food security. This volume will describe a range of different perspectives on food security, with an emphasis on the various meanings that are applied to food security “crisis”. The challenges to be reviewed include market volatility, climate change and state fragility. Analyses of responses to food security crises and risk will cover rural and urban contexts, arenas of national policy formation and global food regimes, and investment in land and productive technologies. This book is unique in two respects. First, it takes a step back from the normative literature focused on specific factors of, for example, climate change, agricultural production or market volatility to look instead at the dynamic interplay between these new challenges. It helps readers to understand that food security is not one discourse, but is rather related to how these different factors generate multiple risks and opportunities. Second, through the case studies the book particularly emphasises how these factors come together at local levels as farmers, entrepreneurs, consumers, local government officials and others are making key decisions about what will be done to address food security and whose food security will be given priority. The book will explore how food production and consumption is embedded in powerful political and market forces and how these influence local actions.

Updated estimates show the number of people who suffer from hunger has been growing over the past three years, returning to prevailing levels from almost a decade ago. Although progress continues to be made in reducing child stunting, over 22 percent of children under five years of age are still affected. Other forms of malnutrition are also growing: adult obesity continues to increase in countries irrespective of their income levels, and many countries are coping with multiple forms of malnutrition at the same time – overweight and obesity, as well as anaemia in women, and child stunting and wasting.

But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.

The global financial crisis that began in 2008 compounded the burden of high food prices, exacerbating the problems of hunger and malnutrition in developing countries. The tandem food price and economic crises struck amidst the massive, chronic problem of hunger and undernutrition in developing countries. National governments and international actors have taken a variety of steps to mitigate the negative effects of increased food prices on particular groups. The recent abrupt increase in food prices, in tandem with the current global economic crisis, threatens progress already made in these areas, and could inhibit future efforts. The Institute of Medicine held a workshop, summarized in this volume, to describe the dynamic technological, agricultural, and economic issues contributing to the food price increases of 2007 and 2008 and their impacts on health and nutrition in resource-poor regions. The compounding effects of the current global economic downturn on nutrition motivated additional discussions on these dual crises, their impacts on the nutritional status of vulnerable populations, and opportunities to mitigate their negative nutritional effects.

The story is told through a specific case study of genetically engineered seeds purportedly made to be 'climate-ready'. Two narratives of hunger run through the storyline: the prevailing neoliberal narrative that focuses on increasing food production and relying on technological innovations and private sector engagement, and the oppositional and aspirational food sovereignty narrative that focuses on improving access to and distribution of food and rejects technological innovations and private sector engagement as the best solutions. This book argues that the way in which voices in the neoliberal narrative use international law reinforces fundamental assumptions about hunger and climate change, and the way in which voices in the food sovereignty narrative use international law fails to question and challenge these assumptions.

Book excerpt: The food price increases of 2007 and 2008 focused attention on a global food crisis that was already affecting more than 850 million people. Even before the 2008 food riots, some 16,000 children were dying every day from hunger-related causes - one every five seconds. The United Nations Food and Agriculture Organisation (FAO) estimates that by the end of 2008, rising prices had added 109 million to the ranks of the hungry. Today, about one in six of the world's population goes short of food, almost a billion people. Although food prices fell in the final months of 2008, they remain above the long-term trend and are likely to do so for the foreseeable future. Two growing threats are likely to exarcerbate the problem of hunger: climate change is increasing the frequency and intensity of hazards such as floods, drought, and tropical cyclones that destroy crops, livestock, and livelihoods; and the global recession looks set to further increase the number of people going hungry because of its impact on employment, incomes, and public spending. The rapid and unpredictable fluctuations in food prices, exacerbated by volatile oil markets and increasing weather hazards, are a major challenge. Poor consumers in developing countries cannot buy food when prices rise, while sharply falling prices can destroy farmers' livelihoods and result in uncertainty that deters them from investing in increased production.

Thanks to the participation of 250 experts from all around the world, the International Symposium on Food Security and Nutrition in the Age of Climate Change highlighted the importance of food and agricultural systems in the fight against climate change and presented concrete multi-sector solutions to address this global issue. The event placed special emphasis on the regional realities of West Africa and the Canadian North, as well as to the presence of young people and members of Indigenous and Northern communities directly affected by these issues.
