Book excerpt: This food policy report is a response to growing concerns about the impacts of climate change on Latin American economies, agriculture, and people. It assesses both local and global effects of changing agricultural yields on the economy, subnational regions, and different household types, including male- and female-headed households in Brazil, Mexico, and Peru. The three countries reflect economic and geographic diversity in Latin America and more than half of the region’s population. Climate change impacts tend to be relatively small at an economywide level in all three countries. However, sectoral and household-level economic impacts tend to be diverse across countries and subnational levels. They mainly depend on projected changes in agricultural yields, the share of agriculture in regional gross domestic product (GDP), crop-specific international trade balances, net food buyer/seller position, and income diversification of households. As for gender, results from this study suggest that female-headed households may be less vulnerable than male-headed households to the effects of climate change, highlighting the importance of considering women as a source for solutions for building resilience to climate change. Given the relatively small impacts of climate change and the degree of uncertainty associated with them, it is too early to define specific policy recommendations. All three countries should try to maximize the benefits that may come with higher agricultural world market prices and to minimize the losses from reductions in agricultural yields.

If we are going to avoid the worst effects of climate change, we are going to need to effectively "decarbonize" the global economy by 2050. This doesn't mean a modest, or even a drastic, improvement in fuel efficiency standards for automobiles. It means 100 percent of the cars on the road being battery-powered or powered by some other non-carbon-emitting powertrain. It means 100 percent of our global electricity needs being met by renewables and other non-carbon-emitting sources such as nuclear power. It means electrifying the global industrials sector and replacing carbon-intensive chemical processes with green alternatives, eliminating scope-one emissions—emissions in production—across all industries, particularly steel, cement, petrochemicals, which are the backbone of the global economy. It means sustainable farming while still feeding a growing global population. Responding to the existential threat of climate change, Michael Lenox and Rebecca Duff propose a radical reconfiguration of the industries contributing the most, and most harmfully, to this planetary crisis. Disruptive innovation and a particular calibration of industry dynamics will be key to this change. The authors analyze precisely what this might look like for specific sectors of the world economy—ranging from agriculture to industrials and building, energy, and transportation—and examine the possible challenges and obstacles to introducing a paradigm shift in each one. With regards to existent business practices and products, how much and what kind of transformation can be achieved? This study assesses how serious the danger to food security might be and suggests some steps policymakers can take to remedy the situation.Using various modeling techniques, the authors project 15 different future scenarios for food security through 2050. Each scenario involves an alternative combination of potential population and income growth and climate change. The authors also examine the specific test case of a hypothetical extended drought in South Asia, to demonstrate the possible effects of increased climate variability on a particular world region. They conclude that the negative effects of climate change on food security can be counteracted by broad-based economic growthparticularly improved agricultural productivityand robust international trade in agricultural products to offset regional shortages. In pursuit of these goals, policymakers should increase public investment in land, water, and nutrient use and maintain relatively free international trade. This inquiry into the future of food security should be of use to policymakers and others concerned with the impact of climate change on international development.

In the face of four key mega-trends: global warming, pressure on natural resources (especially oil and water), globalization and an exploding but aging population, some countries will benefit. While countries closer to the equator will suffer, Canada, Scandinavia, Russia and the northern United States will become formidable economic powers and migration magnets. Their cities will flourish: unlikely places such as Nuuk (Greenland); Hammerfest (Norway), Archangelsk (Russia)! But he uncovered a much bigger story. "I kept badgering people for stories about climate change," Smith says. "They'd sigh and oblige me, but then say, 'There's also this oil plant going up behind me' or 'All these Filipino immigrants are pouring in.' Within about two months, I realized there is a lot more going on up there besides climate change. Climate change is a critical threat to many people, but it isn't the sole development in their lives."
