Book excerpt: Pursuant to a congressional request, GAO examined the progress of the Environmental Protection Agency's (EPA) Great Lakes National Program Office in: (1) defining its role within EPA and involving other EPA offices in implementing a U.S.-Canada agreement about Great Lakes water quality; and (2) coordinating other federal agencies' efforts. GAO found that the Program Office: (1) expanded its contacts with EPA regional offices and increased its funding for regional projects; (2) worked with the EPA Office of Marine and Estuarine Protection and individual estuary programs to help develop policies and activities affecting the Great Lakes; (3) entered into agreements with the EPA Office of Research and Development to fund a variety of research projects on the Great Lakes; (4) improved its coordination of and cooperation with other federal agencies, resulting in progress in meeting many of the water quality agreement's provisions, although some difficult agreement annexes have been delayed; (5) cited resource limitations, state and local government responsibilities, and EPA regional office responsibilities for its limited role in helping in the development of remedial action plans and lakewide management plans; (6) established the U.S. Policy Committee in 1989 to improve coordination and cooperation among federal and state agencies and environmental groups in implementing the agreement; and (7) projected the Great Lakes' water quality problems would require massive research, cleanup efforts, and financial investments.

Book excerpt: The Great Lakes—containing one-fifth of the standing freshwater on earth, covering some 94,250 square miles with a combined 10,210 miles of shoreline—have suffered greatly from human use and abuse since the advent of the commercial fur trade in the late 1600s. Logging destroys or degrades habitats, urbanization and industrialization pour human and industrial wastes into the water, fertilizers flowing off farm fields feed algae that suffocate other creatures, and ships bring in exotic species that decimate the lakes’ biodiversity. In 1985 when the International Joint Commission identified more than forty pollution hotspots around the lakes, few people had faith the Areas of Concern would be cleaned up in their lifetime. Indeed, aquatic ecosystem restoration is extremely difficult: only nine of these hotspots have been removed from the infamous list. But progress is being made, and at the helm are local champions, people with a profound love of the region who lead by example and build broad, diverse coalitions in order to realize a common vision. The stories of fourteen of these champions are told here to inspire necessary action to care for the place they call home, so it may be a home to many living creatures for ages yet to come.

GAO found that, although the Great Lakes are cleaner, the United States is finding it difficult to meet the objectives of the Agreement. U.S. efforts have been hampered by a lack of effective strategies for dealing with Great Lakes water quality problems, a lack of knowledge about the extent of pollution problems and the impact of control programs, and a need for improved management of the Great Lakes pollution cleanup activities. There have been unrealistic timetables for constructing facilities, problems in obtaining and using federal grant funds, a lack of local support for construction activities, and budget reductions. Information is lacking about the nature, extent, and source of toxic pollution. State and areawide plans to address pollution from agricultural, forestry, and urban runoff have not been comprehensive and may not be completed as federal funding has been cut off. Current water quality monitoring is not providing the data needed to address the pollution problems due to a lack of funds. The Environmental Protection Agency (EPA), the principal U.S. agency for carrying out water quality activities and implementing the Agreement, has broad and complex responsibilities requiring cooperation with a variety of federal, state, and local agencies as well as with the International Joint Commission and Canadian environmental agencies. EPA has had difficulty obtaining this cooperation which is needed to ensure that the Great Lakes water quality program can compete with other national issues.
