Book excerpt: On a mountainside in sunny Tuscany, in October 1989, 96 people from 23 countries on five continents gathered to learn and teach about the problems of managing contemporary science. The diversity of economic and political systems represented in the group was matched by our occupations, which stretched from science policy practitioners, through research scientists and engineers, through academic observers of science and science policy. It was this diversity, along with the opportunities for infonnal discussion provided by long meals and remote location, that made the conference a special learning experience. Except at lecture time, it was impossible to distinguish the "students" at this event from the "teachers," and even the most senior members of the teaching staff went away with a sense that they had learned more from this group than from many a standard conference on science policy they had attended. The flavor of the conference experience cannot be captured adequately in a proceedings volume, and so we have not tried to create a historical record in this book. Instead, we have attempted to illustrate the core problems the panicipants at the conference shared, discussed, and debated, using both lectures delivered by the fonnal teaching staff and summaries of panel discussions, which extended to other panicipants and therefore increased the range of experiences reponed.

Book excerpt: The objective of this report is to examine the extent to which countries in Latin America and the Caribbean participate in global value chains and what are the drivers of such participation. Production processes have been increasingly fragmented worldwide. For example, the production of the Boeing 787 Dreamliner involves 43 suppliers located in 135 locations around the globe. There are many examples like the Dreamliner, from the 451 parts that go into the iPod to the less technologically intensive but still widespread multi-country production of a Barbie doll. All this reflects significant changes in the way world production is being reorganized across national borders. That is, for many goods, production has become a multi-country process in which different stages are carried out in specialized plants in different parts of the world. Countries which specialize in different stages of the production process are thus linked by these global value chains. For developing countries, a clear opportunity from the continuous international fragmentation of production arises in the form of participating in activities that were virtually not opened to them in the past. Therefore, the international fragmentation of production provides opportunities for trade diversification, an issue that can be of particular importance for Latin America and the Caribbean as the region’s export base is in general highly concentrated in a few industries and particularly biased towards natural-resource intensive sectors. The aim is to identify whether there is policy space for implementing strategies that allow countries to improve their position in regional and global value chains.

Yet in the 1980s and 1990s, established party systems in Peru and Venezuela broke down, leading to the elections of outsider Alberto Fujimori and anti-party populist Hugo Chavez. In the last twenty years Professor and Doctor of Natural Sciences Hartmut Heine and his colleagues have carried on Pischinger’s work, here summarized in one volume. Part One encompasses theoretical underpinnings; Parts Two and Three address applications and directions for further research. This updated English-language translation not only is an account of the work of Pischinger’s successors—Heine, Otto Bergsmann, and Felix Perger, (the three editors of this volume) and their many colleagues—but notes the positive development of complementary therapies based on this understanding of histology. Acupuncture is referenced directly. Both in Europe and the States the work of manual therapists, including Rolfers, cranio- sacral therapists, and other somatic disciplines have been informed for many years by Pischinger’s outsider model of how changes in the EMC register in the central nervous system and the brain, and are conveyed back to the periphery and connected organs. Heine’s exciting recent work shows that the regulation and construction of the ECM have relationships to cybernetic non-linear systems and phase transitions.
