Book excerpt: This book is a study of the role of clan networks in Central Asia from the early twentieth century through 2004. Exploring the social, economic, and historical roots of clans, and their political role and political transformation in the Soviet and post-Soviet periods, it argues that clans are informal political actors that are critical to understanding politics in this region. The book demonstrates that the Soviet system was far less successful in transforming and controlling Central Asian society, and in its policy of eradicating clan identities, than has often been assumed. In order to understand Central Asian politics and their economies, scholars and policy makers must take into account the powerful role of these informal groups, how they adapt and change over time, and how they may constrain or undermine democratization in this strategic region.

Book excerpt: Presenting a study of regime transition, political transformation, and the challenges that faced the post-Communist republics of Central Asia on independence, this book focuses on the process of transition in Tajikistan and Uzbekistan, and the obstacles that these newly-independent states are facing in the post-Communist period. The book analyses how in the early stages of their independence, the governments of Central Asia declared that they would build democratic states, but that in practice, they demonstrated that they are more inclined towards authoritarianism. With the declaration of independence, Tajikistan and Uzbekistan, like many other former Soviet national republics, were faced with the issues of nationalism, ethnicity, identity and territorial delimitation. This book looks at how the discourse of patrimonial nationalism in post-Communist Tajikistan and Uzbekistan has been the elites’ strategy to address all these issues: to maintain the stateness of their respective countries; to preserve the unity of their nation; to fill the ideological void of post-Communism; to prevent the rise of Islam; and to legitimize their authoritarian practice. Arguing against the claim that the Central Asian states have undergone divergent paths of transition, the book discusses how they are in fact all authoritarian, although exhibiting different degrees of authoritarianism. This book provides a useful contribution to studies on Central Asian Politics and International Relations.

Book excerpt: The establishment of electoral systems in Kazakhstan, Kyrgyzstan and Uzbekistan presents both a complex set of empirical puzzles and a theoretical challenge. Why did three states with similar cultural, historical, and structural legacies establish such different electoral systems? How did these distinct outcomes result from strikingly similar institutional design processes? Explaining these puzzles requires understanding not only the outcome of institutional design but also the intricacies of the process that led to this outcome. Moreover, the transitional context in which these three states designed new electoral rules necessitates an approach that explicitly links process and outcome in a dynamic setting. This book provides such an approach. Finally, it both builds on the key insights of the dominant approaches to explaining institutional origin and change and transcends these approaches by moving beyond the structure versus agency debate.

The states here continue to undergo complex nation-building process, which is far from complete, but they firmly remain insulated by Russia and but more increasingly so by China. Only Kyrgyzstan has so far uniquely followed a liberal polity, but this young country had to cope with two revolutions before achieving a parliamentary democracy in 2010. However, the institution of democracy remains weak because of some difficult and intricate internal and external challenges i.e., economic, ethnic, Islamic, narcotic along with convoluted strategic games played by major powers in Kyrgyzstan. It is the only country in the world that hosts military bases of both Russia and the United States. The country retains strong Chinese economic influence. The book is an attempt to provide an overview of political and strategic processes at work in the region by taking the case of Kyrgyzstan, tracing the events erupted since 2005 and more after 2010. It contains aspects of India's engagement in Kyrgyzstan and throws light on India's newly launched 'Connect Central Asia' policy.

Drawing from extensive ethnographic and archival research, interviews, and wide-ranging secondary sources, he highlights a politics that poses a two-tiered challenge to current thinking about modernity and Central Asia. First, asking why kinship divisions do not fade from political life with modernization, he shows that the state actually constructs clan relationships by infusing them with practical political and social meaning. By activating the most important quality of clans - their "concealability" - the state is itself responsible for the vibrant politics of these subethnic divisions which has emerged and flourished in post-Soviet Kazakhstan. Subethnic divisions are crucial to understanding how group solidarities and power relations coexist and where they intersect. But, in a second challenge to current thinking, Schatz argues that clan politics should not be understood simply as competition among primordial groups. Rather, the meanings attributed to clan relationships - both the public stigmas and the publicly proclaimed pride in clans - are part and parcel of this contest. Drawing parallels with relevant cases from the Middle East, East and North Africa, and other parts of the former USSR, Schatz concludes that a more appropriate policy may be achieved by making clans a legitimate part of political and social life, rendering them less powerful or corrupt by increasing their transparency. Political scientists, sociologists, anthropologists, policy makers, and others who study state power and identity groups will find a wealth of empirical material and conceptual innovation for discussion and debate.

Popularly known as the ‘Colour Revolutions’, these non-violent protests overthrew autocratic regimes in three post-soviet republics: the Georgian Rose Revolution (2003), the Ukrainian Orange Revolution (2004) and the Kyrgyzstani Tulip Revolution (2005). This book examines the significance of these regime-change processes for the post-soviet world in particular and for global politics in the 21st century. Engaging comprehensively with the former Soviet republics, the contributors to this book ask why there wasn’t a revolution in a post-Soviet republic such as Russia, despite apparently favourable conditions. They also explore the circumstances that ensured some post-soviet countries underwent a successful colour revolution whilst others did not. Identifying the conditions for successful colour revolutions, this book asks whether there is a revolutionary blueprint that may be exported to other areas around the world that are under autocratic rule. Carefully considering the ideologies of the post-Soviet ruling regimes, this book demonstrates the manner by which political elites integrated nationalism, authoritarianism and populism into public debates. It analyzes the diverse anti-regime movements, discussing the factors that led to the rise of such factions and outlining how these opposition groups were constituted and operated. Observers widely depict internal conflict as a pathway to autocracy or state failure, but in fact there is variation in post-civil war regimes. Conventional accounts focus on war outcomes and international peacebuilding, but Huang suggests that postwar regimes have wartime origins, notably in how rebel groups interact with ordinary people as part of war-making. War can have mobilizing effects when rebels engage extensively with civilian populations, catalyzing a bottom-up force for change toward greater political rights. Politics after civil war does not emerge from a blank slate, but reflects the war's institutional and social legacies. The Wartime Origins of Democratization explores these ideas through an original dataset of rebel governance and rigorous comparative case analysis. The findings have far-reaching implications for understanding wartime political orders, statebuilding, and international peacebuilding.
