Book excerpt: In response to more than a decade of downsizing and restructuring, the Department of Defense (DoD) is engaged in a human-resources strategic planning effort to address resulting imbalances in both skills and experience levels in many parts of DoD. The current human-resources strategic plan addresses the need to provide management systems and tools to support total workforce planning and informed decisionmaking (U.S. Department of Defense, 2003b). Attention to Department-wide civilian workforce planning stems in part from the President's Management Agenda of 2001 and the continuing assessments of Department-level progress on workforce planning. DoD civilian workforce-planning efforts are complicated and, at the same time, made more important by the implementation of the National Security Personnel System (NSPS), slated to begin in 2006. The NSPS will replace the traditional federal civil service personnel management system within DoD, providing DoD managers with more management flexibility.

Book excerpt: "U.S. Department of Defense (DoD) Directive 1404.10 (2009) mandates a reliance on military and civilian capabilities to meet national security requirements and requires the identification of a subset of civilians to be organized, trained, and equipped to respond to expeditionary requirements. DoD policy on expeditionary civilians has yet to be fully implemented, however. This end-to-end review and analysis of DoD civilian deployment aims to inform DoD's policy and practice for using deployable civilians to meet mission needs ten to 20 years into the future. It assesses the viability of DoD's civilian deployment framework in meeting its current policy goals, identifies gaps between policy and practice, and proposes a systematic approach to developing and maintaining a civilian deployment capability that meets the current and future needs of U.S. combatant commands. The findings and conclusions are informed by a detailed policy review and interviews with more than 80 officials from organizations that deploy civilians, including DoD, the military services, the combatant commands, and analogous U.S. and foreign government agencies. The study was the first to review in detail combatant command requirements for expeditionary civilian capabilities. Looking ahead, lessons and insights from analogous organizations' approaches to civilian deployment could inform DoD civilian deployment policy and practice"--Back cover.

GAO analyzed over 3,400 deployment-related records for deployed federal civilians and interviewed department officials to determine the extent to which DOD has established and the military services and defense agencies (hereafter referred to as DOD components) have implemented (1) force health protection and surveillance policies and (2) medical treatment policies and procedures for its deployed federal civilians. GAO also examined the differences in special pays and benefits provided to DOD's deployed federal civilians and military personnel.

Book excerpt: The manner in which the Department of Defense (DOD) recruits, selects, develops, and uses its civilian personnel determines its ability to provide an effective defense work force and maintain ongoing military readiness. The Automated Career Management System (ACMS), a computer-based civilian personnel inventory, appraisal, and referral system, has unrealized potential as an information tool for managing the defense civilian work force. GAO found that employee and managerial complaints about the present and future uses of ACMS have made it a subject of controversy. Several problems noted were: (1) questionable objectivity of the ACMS appraisal instrument; (2) doubtful reliability of the rating system; (3) unknown validity of the appraisal and promotion process; (4) no assurance that the evaluation and selection of candidates for promotion referral is job related; and (5) supervisors' insufficient understanding and training in the ACMS rating and ranking process. Under the present procedures, getting consistent ratings from different raters may be more a matter of chance than of real performance or potential. Since DOD has no clearly defined performance benchmarks, supervisory ratings tend to be inconsistent and difficult to compare. Research indicated that the relevance, objectivity, reliability, and validity of supervisory appraisals are increased when supervisors are trained to make appraisals and avoid common rater errors.

In this report, researchers from the RAND Corporation and the Center for Naval Analyses (CNA) conduct an independent assessment of DoD standards, processes, procedures, and policies relating to civilian casualties resulting from U.S. military operations. In particular, the researchers examine DoD's efforts to assess, investigate, and respond to civilian harm, as well as DoD's resourcing and structure to address such issues. The researchers outline their findings and recommendations for how DoD can improve in these areas.

Yet there is no standardized, systematic process in place for collecting data on past civilian deployments or for identifying a pool of civilians who are available to deploy to future contingencies. The requirements for these expeditionary civilians are often the result of a compromise among defense components rather than based on actual historical or modeled demand. As the largest provider of civilians for DoD operations, the U.S. Army stands to benefit to a great extent from a more robust process for forecasting future demand for its civilian workforce. Although it has established organizations and processes to fulfill its staffing mix obligations, there is some question of whether the processes are efficient and effective and whether the Army's current approach to providing civilian personnel will be appropriate for future conflicts. To address potential gaps, it is important to examine DoD's targets for civilian staffing, how these needs may change, and what policies and procedures should be in place to ensure that the Army can continue to meet these demands. The modeling process described in this report supports the Army and-by extension-other DoD civilian force providers in aligning their available expeditionary civilian workforces with the future demand for these capabilities, with the goal of helping them forecast demand and better prepare to deploy civilians to a range of future scenarios.
