Book excerpt: This paper broadly evaluates the role and performance of non-governmental organizations (NGDOs) in promoting social development before and since the 1995 World Summit for Social Development. Two kinds of analysis and recommendations are offered. Firstly it concerns the practices of NGDOs and their relationships with other partners in development. Secondly it touches on the deep-rooted pathologies of the aid system that condition the form and effectiveness of the NGDOs and the development entities. In conclusion, the report points out in the absence of thorough reforms. The aid system will continue to hinder mobilization by the larger civil society with NGDOs to about genuine development in the Third World. ( Adapted from the summary).

As public spending has declined, the nongovernment sector has benefited very significantly from taking on a service-delivery role. At the same time, NGOs, as representatives of civil society, are a convenient channel through which official agencies can promote political pluralism. But can NGOs simultaneously facilitate governments’ withdrawal from providing basic services for all and also claim to represent and speak for the poor and the disenfranchised? The chapters describe some of the tensions inherent in the roles being played by NGOs, and asks whether these organizations truly stand for anything fundamentally different from the agencies on whose largesse they increasingly depend.

While there is much discussion of localization, decolonization and ‘shifting power’ in civil society collaborations in development, the debate thus far centers on the aid system. This book directs attention to CSOs as drivers of development in various contexts that we refer to as the Global South. This book take a transformative stance, reimagining roles, relations and processes. It does so from five complementary angles: (1) Southern CSOs reclaiming the lead, 2) displacement of the North–South dyad, (3) Southern-centred questions, (4) new roles for Northern actors, and (5) new starting points for collaboration. The book relativizes international collaboration, asking INGOs, Northern CSOs, and their donors to follow Southern CSOs’ leads, recognizing their contextually geared perspectives, agendas, resources, capacities, and ways of working. Based in 19 empirically grounded chapters, the book also offers an agenda for further research, design, and experimentation. Emphasizing the need to ‘Start from the South’ this book thus re-imagines and re-centers Civil Society collaborations in development, offering Southern-centred ways of understanding and developing relations, roles, and processes, in theory and practice. Book excerpt: This book explains how and why European non-governmental development organisations (NGDOs) engage in advocacy towards the European Union (EU). It analyses the heterogenous structure of the sector, with examples ranging from large multinational networks to essentially single person NGDOs. The book provides a detailed map of the topics which have featured in NGDO advocacy since 2006, arguing that NGDOs have generally been reactive in their advocacy towards the EU. The author explains how they have contested a number of policy issues on the agendas of the EU institutions, especially around the diversion of aid to manage migration and leverage private sector investments. Furthermore, some NGDOs have used the COVID-19 pandemic as an opportunity to re-package their pre-existing policy demands. Based on an analytical framework focused around three variables, namely moral vision, funding concerns, and the need to build/maintain a ‘good’ reputation, the book explains these advocacy choices, and argues that much of NGDO advocacy seems to be consistent with funding motivations. The author highlights the importance of moral vision and reputational concerns in moderating how far NGDOs will go with funding-driven advocacy, arguing that motivations need to be looked at in their complexity, and within the specific policy context. Drawing on a range of quantitative and qualitative data sets to provide a rich and varied picture of the advocacy work of European development NGOs, European Civil Society and International Development Aid is a key reference for researchers and practitioners working in the field.

Book excerpt: In an increasing number of countries around the globe, representing all regime types, in all regions, with all levels of economic and military strength, civil society’s autonomy from the state, its defining feature, is diminishing. While a variety of tools are used to restrict civil society organizations’ (CSOs) independence from the state, an increasingly popular and dangerously effective vehicle for accomplishing this goal is the law. Through the passage of legislation that imposes new restrictions on the ability of CSOs to operate free from excessive government scrutiny and control, governmental actors are gaining greater control over the non-governmental sector and in ways that benefit from the veneer of legality. Perplexingly, such laws are not only appearing in countries where they might be expected – Azerbaijan, Burundi, China, Egypt, Ethiopia, Russia, Zimbabwe, and countries throughout the Middle East. Indeed, they are increasingly appearing in democratic states too, including strong, fully consolidated democratic states with historically strong and independent civil society sectors: Canada, India, New Zealand, Spain, Israel, Hungary, Poland, and the US, to name just a few. Restrictive CSO laws, which are unsurprising in authoritarian-leaning states, are uniquely puzzling in the context of democratic ones, which have been the primary defenders, funders, and champions of a robust and independent civil society. This book explores this concerning and intriguing phenomenon by documenting its full scope and spread within the world’s strongest democratic states and attempting to explain its occurrence. Using a combination of mixed methods – theory, process tracing, interviews, and statistical analysis – this timely analysis helps to shed light on a global phenomenon that seems to be fueling the democratic backsliding visible in an increasing number of democracies throughout the world.
