Book excerpt: This ethnography explores the political quandaries and personal dilemmas that refugee supporters—volunteers and NGO employees—in Slovakia face while working with their target group. Operating in a refugee-hostile political and public climate, they navigate scarce or absent refugee care infrastructures and strict supervision by state authorities. Building on extensive participant observation in three different refugee support organizations, the book shows how moral codes and emotional templates shape the implementation of refugee support, structuring encounters and clashes between refugees, helpers, and bureaucrats. The ethnography illustrates how, despite a plenitude of divergent constraints, the actors produce remarkably permanent makeshift solutions for “good enough” care. At the same time, it is on the level of personal encounters and clashes that ideological and practical delineations between state and non-state actors, and between refugee-hostile and refugee-friendly positions, become blurred: NGO refugee supporters sometimes converge with state policies in practices of control while state authorities occasionally become deeply invested in providing empathetic care. The book revisits narratives of illiberal backsliding and xenophobia in Central and Eastern European countries by describing the complicated emergence and perpetuation of refugee-hostile sentiments in an exemplary setting.

This book presents a socio-legal enquiry into the civic marginalisation of Roma in Europe. Instead of looking only at Roma’s position as migrants, an ethnic minority or a socio-economically disadvantage group, it considers them as European citizens, questioning why they are typically used to describe exceptionalities of citizenship in developed liberal democracies rather than as evidence for how problematic the conceptualisation of citizenship is at its core. Developing novel theoretical concepts, such as the fringes of citizenship and the invisible edges of citizenship, the book investigates a variety of topics around citizenship, including migration and free movement, statelessness and school segregation, as well as how marginalised minorities respond to such predicaments. It argues that while Roma are unique as a minority, the treatment that marginalises them is not. This is demonstrated by comparing their position to that of other marginalised minorities around the globe.

But why is that so? Are the problems solely connected with how inclusion policies are enforced, or could it just as likely be the way policies are designed that creates challenges? This book explores experiences with inclusion policy implementation in seven different post-socialist EU countries. It focuses particularly on two groups of people in constant danger of social exclusion: people with Roma background and people with disabilities. So far, researchers have studied these issues primarily through policy analysis, and thus not provided knowledge on what actually happens in local contexts where welfare services are produced. This book sheds light on implementation processes at different levels, both at the policy level and in local welfare production. The picture painted here is one of complex and conflicting considerations in inclusion policy implementation, between historical and cultural heritage from the communist period, and EU inclusion policy based on Western European political principles. This book will appeal to undergraduate and post-graduate students, as well as postdoctoral students in social science, disability studies, educational science, and others.
