While there is much literature on the strong link between employment and housing insecurity and abundant investigations into different aspects of precarious housing, hardly any attempt has been made so far to provide a consolidated overview of the whole topic and thereby put these different facets into the joint perspective of housing-related poverty. This Critical Guide adds to the debate on causes, symptoms, consequences and possible solutions and makes them accessible for teaching, learning and self-study across multiple disciplines. It is the result of "PusH - Precarious Housing in Europe", a Strategic Partnership funded under Erasmus+. The seven chapters of this book examine a range of themes, focusing on how experiences of precarious housing intersect with other dynamics of precariousness, associated with insecure immigration status, racism and discrimination, class, wealth, and income disparities, and forms of homelessness and displacement. Book excerpt: This ethnography explores the political quandaries and personal dilemmas that refugee supporters—volunteers and NGO employees—in Slovakia face while working with their target group. Operating in a refugee-hostile political and public climate, they navigate scarce or absent refugee care infrastructures and strict supervision by state authorities. Building on extensive participant observation in three different refugee support organizations, the book shows how moral codes and emotional templates shape the implementation of refugee support, structuring encounters and clashes between refugees, helpers, and bureaucrats. The ethnography illustrates how, despite a plenitude of divergent constraints, the actors produce remarkably permanent makeshift solutions for “good enough” care. At the same time, it is on the level of personal encounters and clashes that ideological and practical delineations between state and non-state actors, and between refugee-hostile and refugee-friendly positions, become blurred: NGO refugee supporters sometimes converge with state policies in practices of control while state authorities occasionally become deeply invested in providing empathetic care. The book revisits narratives of illiberal backsliding and xenophobia in Central and Eastern European countries by describing the complicated emergence and perpetuation of refugee-hostile sentiments in an exemplary setting.

This book explores the many miscalculations, misconceptions, and blunders that have led to this failure. Looking at Hungary, the Czech Republic, and Romania, Rostas shows how policy makers in each country have mishandled already confused EU policy, from failing to define “Roma” to not having a way to evaluate their own progress. Rostas further argues that the alleged successes of these policies were actually the product of poor information and sometimes outright deception. Examining perennial topics among Roma like school segregation and political representation, the author shows how often the so-called success of Roma policies can be fallacious and simply pave the way for further problems. Rostas maintains that when the EU’s Framework for Roma program comes to an end in 2020, there must be a fundamental shift in policy for there to be any real improvement for Roma. Policy makers will have to address Roma issues not only in terms of poverty and social exclusion but also in terms of the particular nature of Romani ethnic identity. This shift requires reconceiving Roma as a “politically insular minority” and rearranging the power dynamics of local government to ensure that when the new era of Roma policy begins Roma themselves will have a voice in its formulation.

The controversy surrounding ethnic data collection and positive action severely limits their use at the national level. Accordingly, legal and political concerns are analysed and addressed in order to demonstrate that it is possible to collect such data and to implement such measures while fully respecting international and European human rights norms, provided that certain conditions are met. Part I focuses on ethnic data collection and explores the key rules and principles that govern it, the ways in which this equality tool could be used, and how potential obstacles might be overcome. It also identifies and addresses the specific challenges that arise when collecting ethnic data on the Roma minority in Europe. In turn, Part II explores positive action and the broad range of measures covered by the concept, before analysing the applicable international and European framework. It reviews the benefits and challenges of implementing positive action for Roma, identifies best practices, and gives special consideration to inter-cultural mediation in the advancement of Roma inclusion. The book concludes with an overview of the main findings on both topics and by identifying three essential elements that must be in place, in addition to full respect for the applicable legal rules, in order to combat discrimination and achieve the inclusion of Roma in Europe by complementing existing anti-discrimination frameworks with the collection of ethnic data and the implementation of positive action schemes.
