Book excerpt: This project asks whether and how the transition of presidential administrations in January 2017 has affected enforcement of civil rights protections by the U.S. Department of Education (Ed). Drawing on nearly ten years of data on civil rights complaints lodged with Ed's Office of Civil Rights (OCR), I use a serious of multiple logistic regression models to examine the effects of the change in administration on the probability that OCR took corrective action. I explore the roles that the length of case, the type of complaint, and geographical location of the incident play in increasing or decreasing the likelihood that Ed will pursue enforcement. My results suggest that the Trump administration is significantly less likely than the Obama administration was to pursue corrective action in response to civil rights complaints. This effect is particularly pronounced for complex cases lasting longer than 180 days, for cases inherited from the Obama administration, and for cases focused on gender discrimination issues.

In terms accessible to non-lawyers, Melnick examines how Title IX has become a central part of legal and political campaigns to correct gender stereotypes, not only in academic settings but in society at large.
