Book excerpt: In response to a congressional request, GAO: (1) provided information on the Commission on Civil Rights' publications; and (2) compared the published output of the present Commission to that of the former Commission. GAO found that: (1) the Commission's yearly publications output declined from a yearly average of 51 to 13; (2) of the 357 publications it reviewed, the present Commission issued only 37; and (3) the present Commission issued only 1 statutory report to Congress, compared to 27 issued by the former Commission. GAO also found that: (1) the publications the Commission issued from 1978 through 1986 were related to the Commission's general responsibilities; (2) although some of the publications addressed allegations concerning voting rights or voting fraud, the Commission did not initiate them in response to written allegations made under oath, as required by statute; and (3) the largest decline in publications was in state advisory committee reports. GAO also noted a general decline in the Commission's staff and budget.

Book excerpt: Best known as the man who organized the Great March on Washington in 1963, Bayard Rustin was a vital force in the civil rights movement from the 1940s through the 1980s. Rustins's activism embraced the wide range of crucial issues of his time: communism, international pacifism, and race relations. Rustin's long activist career began with his association with A. Phillip Randolph of the Brotherhood of Sleeping Car Porters. Then, as a member of A. J. Muste's Fellowship of Reconciliation, he participated in the "Journey of Reconciliation" (an early version of the "Freedom Rides" of 1961). He was a close associate of Martin Luther King in Montgomery and Atlanta and rose to prominence as organizer of the 1963 March on Washington. Rustin played a key role in applying nonviolent direct action to American race relations while rejecting the separatism of movements like Black Power in the 1960s, even at the risk of his being marginalized by the younger generation of civil rights activists. In his later years he tried to hold the civil rights coalition together and to fight for the economic changes he thought were necessary to decrease racism. Daniel Levine has written the first scholarly biography that examines Rustin's public as well as private persona in light of his struggles as a gay black man and as an activist who followed his own principles and convictions. The result is a rich portrait of a complex, indomitable advocate for justice in American society.

RTD builds on the rights based approach to development, seeking to integrate the norms and principles of human rights with policies and plans to promote development. Despite its importance for the world’s poor and dispossessed, a great deal of definitional confusion still surrounds the concept./-//-/This primer introduces the concept of RTD as well as discusses its practical application in the Indian setting. It is divided accordingly into two sections, the first of which traces the origins and the evolution of the idea of RTD. This section identifies the defining parameters and content of RTD and focuses especially on the three rights—the rights to food, education and health—that have been identified as a ‘good starting point’ for the implementation of RTD. The last chapter in this section underscores the importance of women’s rights in order to emphasise the need to focus on safeguarding and promoting the human rights of vulnerable groups./-//-/Part II covers substantially the Indian situation relating to RTD. The first chapter in this section provides an overview of the legal and institutional mechanism in India for the protection of human rights in general and women’s rights in particular. The next chapter examines the implementation of the rights to food, health and education. Book excerpt: The jurisprudence of the International Court of Justice generally demonstrates that no rule of international law can be interpreted and applied without regard to its innate values and the basic principles of human rights. Through its case-law the ICJ has made immense contributions to the development of human rights law, and in so doing continues to provide solutions to mounting international problems, such as terrorism and unilateral use of force. Part I of the book argues that the legislative spirit of contemporary international law lies in the doctrine of human rights and that the spirit of human rights doctrine lies in the principle of human dignity. Furthermore it argues that the processes of international legislation and international adjudication are inseparable, and that there is no norm of international law which does not intertwine the fundamental principle of human dignity with human rights doctrine. Hence human rights law is more a school of law than merely a normative branch of international law, and the ICJ's willingness to engage in the development of human rights law depends upon which judicial ideology its judges subscribe to.In order to evaluate how this human rights spirit is manifested, or occasionally not manifested, through the vast jurisprudence of the ICJ, Parts II and III critically examine the Court's principal contentious and advisory cases in which it has treated human rights questions. The legal reasoning of the Court and the opinions appended to its decisions by its individual judges are analysed in light of the principle of human dignity and the doctrine of human rights.
