It seeks to provide civilian policymakers with ideas and information to help them best carry out their responsibilities as democratically elected leaders. Referring to knowledge of military matters as "one big thing" it argues that it is not necessary for policymakers to know as much about matters of defense as their military counterparts. Based on the academic literature and the author's experience in Latin America and other regions, this article suggests that civil-military relations are best understood in terms of effectiveness, efficiency, and civilian control of the armed forces. These relations will only be effectively normalized when institutions incorporate and personalize understanding and mechanisms of control at both executive and legislative levels.

Book excerpt: The study of civil-military relations in Latin America produced a rich debate and research agenda prior to 2000. But this agenda was largely abandoned during the past decade as the spectre of military dictatorship has virtually disappeared, with the political role of the military in many countries dramatically diminished. Indeed, in no country that has initiated a process of holding the military accountable to civilian control has the military openly rebelled. Yet, the institutions and public attitudes that guarantee democratic civilian control of the military exist in a general context of political polarisation, citizen insecurity and in many countries a sense of developing ungovernability. The military coup in Honduras (2009), the military response to the police rebellion in Ecuador (2010), and the speculation concerning the Venezuelan military's behaviour in the event that Hugo Chavez is incapacitated or dies (2013), demonstrates the relevance and importance of the civil-military relationship today. In this volume leading scholars from Latin America, the U.S. and Spain debate the ability of contemporary Latin American civil-military relationships to weather these challenges. The authors examine new types of regimes (the rise of participatory democracy), new political orientations (the renaissance of the Left in Latin America), and new missions for the military. Debate centres on the indicators to evaluate the level of consolidation of civilian control, the manner in which these indicators are measured, and the empirical ambiguities that arise. These challenges must be confronted in order to effectively address the question of how much progress has been made in the region in subordinating the military to civilian control, which countries are lagging behind, and why. Such brilliant military officers like Caesar and Napoleon made their marks; and, in contemporary times, the Armed Forces of United States, France, Britain, Australia, etc are making remarkable contributions to technological developments. Such infrastructure as the Internet, the GPS and the cell phones are products that have significant military contributions. This book scans across the major regions of the world, highlights the efforts of representative countries in the regions and observes that nations that have harnessed the efforts of their Armed Forces have progressively developed. It is also observed that developments in America and Europe, though not entirely dependent on their Armed Forces, have been greatly affected by their efforts. In Asia, such countries as the People's Republic of China, Brazil, India, Pakistan and Singapore utilise the human and material resources within the Armed Forces for national growth and cohesion. Development effort is least in the African Region, except South Africa and Egypt; notwithstanding the high potentials as exhibited by Nigeria's Armed Forces. Although attempts to industrialise through the Armed Forces may be able to create economic development for developing nations, such factors as historical background, economic resources, political climate, government policies and infrastructure are equally important. Economic development programme of an aspiring country should: i. promote education and access to knowledge ii. aspire to economic self-sufficiency in economic power iii. allow and promote private sector and foreign participation in defence production, research and development iv. commit itself to the establishment and support of defence industries v. indigenise defence programmes, establish a balance between military and economic development and vi. mobilise the nation's economy through technology partnership with the private sector and foreign investors.
