Book excerpt: Excerpt from Circular Relative to Pay of Officers and Enlisted Men of Army: Compile by Direction of the Secretary of War Sir: I have the honor to submit the following report: Acting under verbal instructions from the Acting Secretary of War, I have collected and submit herewith certain information bearing upon the question of increased pay for the Army. It may be well to explain why this information has been collected. At the last session of Congress, Senator Charles Dick, of Ohio, and Hon. A. B. Capron, of Rhode Island, introduced a bill to increase the pay of the Army, Navy, Marine Corps, and Revenue-Cutter Service (H. R. 21400, Fifty-ninth Congress, second session). During the hearings before the House Committee on Military Affairs certain officials of the War and Navy Departments were called before the committee and questioned upon the subject of the bill under discussion. I was among those who appeared before the committee. In the course of the examination one of the members of the committee (Mr. Prince) said: In this army and navy and marine corps bill you desire to change the law and, of course, the salaries. Do you not think that in common fairness to this committee, who represent the whole country, you should submit to us in detail the reasons why this change should be made? Many questions were asked by members of the committee bearing upon conditions generally throughout the Army relative to desertions, discharges by purchase, reenlistments, etc., at different posts and in different sections of the country; cost of living at army posts as compared with that in civil life and as compared with that in foreign armies; the pay of officers and men of other armies compared with that of our own, and other allied topics, which could not be answered with any degree of satisfaction at that time, because no data upon these subjects had been collected. The Chief of Staff, in his testimony, stated that if such information was desired, he would have it collected and would present it when desired, and the chairman of the committee stated that he thought it would be well to get together all such information for the use of the committee. It was then late in the session, no agreement was reached by the committee upon the subject of the bill, and Congress adjourned without taking any action thereon.
