En la primera parte del informe se ofrecen indicadores sobre las siguientes áreas de calidad esenciales: el acceso, el personal, las directrices educativas y la evaluación y seguimiento. En la descripción de estos temas se adopta además un enfoque transversal centrado en los niños, con especial atención a la interrelación de las políticas en las diferentes áreas. También se subraya la importancia de la integración en la educación, pues una EAPI de alta calidad se considera una de las mejores formas de aumentar la equidad y la igualdad en la Sociedad. La segunda parte del informe ofrece una imagen nacional, con hojas de información en las que se destacan los rasgos esenciales de cada uno de los sistemas de EAPI y con un diagrama de su estructura. El informe tiene un gran alcance: se recoge la oferta de EAPI en centros escolares y en el hogar tanto en el sector público como en el privado en los 38 países europeos (43 sistemas educativos) que participan en el programa Erasmus+ de la UE. Esto incluye los 28 Estados miembros de la Unión Europea, además de Albania, Bosnia Herzegovina, Suiza, Islandia, Liechtenstein, Montenegro, Macedonia del Norte, Noruega, Serbia y Turquía.
