Book excerpt: Author's abstract: China became a serious member of the spacefaring community in 1985 and in response, the U.S. developed agreements to limit the economic impact on U.S. space programs and to control the spread of related technology. China charges less for a space launch than a U.S. firm does and so an economic threat to the livelihood of U.S. space industries exists. The precarious U.S. launch industry is already challenged by Arianespace. The U.S. is also concerned about transferring technology to China from U.S. satellite manufacturers. The technology involved in mating satellites to boosters, measuring stress on the satellite at launch, and the development of apogee kick motors is all transferable to missile technology and may aid China in its intercontinental ballistic missile programs. Not only has China been improving its own programs, it has also sold missiles and technologies to other countries such as Iran, Iraq, Pakistan, and India. To foster the growing relationship between China and the U.S., clear policies and agreements are needed that match our national security interests with economic reality.

Although it probably has been deployed in small numbers, additional challenges and tests remain. This study examines the ASBM’s capability and history, showing how the DF-21D meets multiple priorities in Chinese defense modernization and in the national security bureaucracy, as well its implications for the United States. The ASBM’s physical threat to U.S. Navy ships will be determined by the development of associated systems and organizations, which currently limit data fusion and coordination in the complex task of identifying a U.S. aircraft carrier in the open ocean. Still, the ASBM poses a direct threat to the foundations of U.S. power project in Asia and will undermine the U.S. position, unless efforts to counter its political-military effects are taken.

Book excerpt: Relations between Washington and Beijing improved swiftly in the wake of the 9/11 terrorist attacks, especially in comparison to the nadir that had been reached during the April 2001 EP-3 incident. This new tide of cooperation has included counterterrorism initiatives, regional partnership in such complex situations as Afghanistan and North Korea, and even some modest agreement on the importance of maintaining the status quo with respect to Taiwan's status. A strong foundation for this strategic cooperation is, of course, a burgeoning trade relationship, which received a further boost from China's entry into the World Trade Organization in November 2001. In 2003, trade between the United States and China amounted to $191.7 billion, up 23.2 percent from 2002. Remarkably, the total for 2003 was more than double the figure for 1998. The United States is China's second most important trading partner nation (Japan is first). Many reasonable strategists, observing this data, consider armed conflict between Washington and Beijing impossible, given the economic losses that both would incur almost immediately. Unfortunately, history has not been kind to the school of theorizing, known as commercial liberalism, which holds that economic interdependence prevents conflict. Indeed, the belligerent powers prior to both world wars had achieved impressive levels of economic interdependence.
