Though the great powers are not ready to accept the new developments, the post-cold war events such as threat from non-state actors to the security of nation, the global economic slowdown, and global climate change compelled even the most militarily powerful nation to seek multilateral approach to address these trans-border menaces. The global movements towards democratization and protection and promotion of human rights supported by ICT once again brought individuals rights and security into focal point. It appears that even if nations are secure people living there may not be secure. The civil wars taken place in some nation states to protect the rights of multi-ethnic groups or the demand for right to self-determinations of people are examples of such a situation. In this context security means people’s security and international efforts are required to ensure people’s security from any threat emanates from within or outside the nation states. Thus human security assumes great significance in the post-cold war era of profoundly interdependent global system. There is a blurred boundary between national security and international security on the one hand and the national security and human security on the other hand. The initiative taken by the new government at the federal level towards good neighbourhood and better relation with great powers along with focusing more on human security issues appears to be policy in the right direction. Again the shift from a land centric security paradigm to maritime security and coastal security are also visible in recent times. The book deals with the changing dimensions of security at the theoretical level and a wide spectrum of security issues that India is confronted with and also certain policy options. In the theoretical section the strategic doctrine of India is well reviewed and policy options are also explored. It covers areas such as biological perspective of security, human security perspective, energy security and maritime security. In addition it also examines some of the bilateral security issues and concerns with neighbouring countries.

Book excerpt: Since the end of the World War II, nation states have formed regions to give them some protection from the processes of globalization and internationalization. Against this background, the contributors consider the position of China in the processes of regional competitive interdependency. This book offers analysis at three levels: internal, regional, and global. Chapters consider China’s position in regional post-socialist associations such as the BRICS, the Shanghai Cooperation Organization (SCO), the Eurasian Economic Union (EEU), the Silk Road Economic Belt and the ‘One Belt, One Road’ (OBOR). Contributors discuss how membership in these regional bodies is likely to enhance China’s economic power, strategic position, and political importance. A major theme addressed is whether these new powers will become complementary to the American-led economic core countries or evolve as countervailing powers. Contributors suggest that linkages favored by China’s regional associations are more ‘network’ based and informal in character. They are more in keeping with regionalization rather than regional blocs such as the European Union, which have ‘locked in’ members to market-driven institutions. Thus, these new developments move away from a neo-liberal market perspective and satisfy the needs of members to retain their economic and political sovereignty. This book considers whether these new regional blocs led by China will perform a ‘transformative’ process for the international order or become an alternative—supplementary to, but not replacing, the existing institutions of the North. An important topic is the relationship of Russia and China to the Central Asian countries of the former USSR and the interaction between the Russia-led Eurasian Economic Union and the Chinese initiative of the Silk Road Economic Belt. There is potential for the evolution of an alliance between China and Russia against the neo-liberal order led by the USA. Concurrently, they bring out possible the tensions between Russia’s and China’s conflicting interests over influence in Central Asia. Reactions to China’s rise include the Trump administration’s movement from a multilateral to a bi-lateral trade policy and the threat of discriminatory tariffs for China. The contributors seek to promote a better appreciation of China’s role in regional associations, and the implications of contemporary developments in economic, geo-political, and international political affairs in the 21st century.

Overall, the book demonstrates how the presence of the US Navy in the South China Sea is a crucial element in much wider, global US strategy.

They issued a joint statement in which they “condemned terrorism in all its forms and agreed to cooperate with each other to eliminate the menace of terrorism from South Asia. Prime Minister Modi could not have been more different in style and projection from the diffident Singh. In assessing Modi’s foreign policy it is important to appreciate that the pace of change in global affairs has picked up speed. Past ideological rivalries have been substituted by challenges to democracies like India and the US from one-party states, such as China; so-called “illiberal democracies”, such as Russia; and the rise of right wing parties in Europe. In this book is Bhutan made the transition from monarchy to constitutional democracy, Bangladesh, Pakistan, and Myanmar moved from praetorian to civilian regimes. Monarchy came to an end in Nepal and Maldives became a presidential republic even as Afghanistan, India, and Sri Lanka witnessed their democracies at crossroads. It is hoped that the book will be able to provide rich material for serious students of Indian foreign policy planners administrators and politicians alike.
