In this revisionist study, Joshua Eisenman marshals previously inaccessible data to overturn this narrative, showing that the commune modernized agriculture, increased productivity, and spurred an agricultural green revolution that laid the foundation for China’s future rapid growth. Red China’s Green Revolution tells the story of the commune’s origins, evolution, and downfall, demonstrating its role in China’s economic ascendance. After 1970, the commune emerged as a hybrid institution, including both collective and private elements, with a high degree of local control over economic decision but almost no say over political ones. It had an integrated agricultural research and extension system that promoted agricultural modernization and collectively owned local enterprises and small factories that spread rural industrialization. The commune transmitted Mao’s collectivist ideology and enforced collective isolation so it could overwork and underpay its households. Eisenman argues that the commune was eliminated not because it was unproductive, but because it was politically undesirable: it was the post-Mao leadership led by Deng Xiaoping—not rural residents—who chose to abandon the commune in order to consolidate their control over China. Based on detailed and systematic national, provincial, and county-level data, as well as interviews with agricultural experts and former commune members, Red China’s Green Revolution is a comprehensive historical and social scientific analysis that fundamentally challenges our understanding of recent Chinese economic history.

Successive regimes encouraged teachers to shape children into Qing subjects, Nationalist citizens, or Communist comrades. In Raising China’s Revolutionaries, Margaret Mih Tillman offers a novel perspective on the political and scientific dimensions of experiments with early childhood education from the early Republican period through the first decade of the People’s Republic. She traces transnational advocacy for child welfare and education, examining Christian missionaries, philanthropists, and the role of international relief during World War II. Tillman provides in-depth analysis of similarities and differences between Nationalist and Communist policy and cultural notions of childhood. While both Nationalist and Communist regimes drew on preschool institutions to mobilize the workforce and shape children’s political subjectivity, the Communist regime rejected the Nationalists’ commitment to the modern, bourgeois family. The Failed Welfare Revolution shows us that things might have turned out differently. During the 1960s and 1970s, policymakers in three presidential administrations tried to replace the nation's existing welfare system with a revolutionary program to guarantee Americans basic economic security. Surprisingly from today's vantage point, guaranteed income plans received broad bipartisan support in the 1960s. One proposal, President Nixon's Family Assistance Plan, nearly passed into law in the 1970s, and President Carter advanced a similar bill a few years later. The failure of these proposals marked the federal government's last direct effort to alleviate poverty among the least advantaged and, ironically, sowed the seeds of conservative welfare reform strategies under President Reagan and beyond. This episode has largely vanished from America's collective memory. Here, Brian Steensland tells the whole story for the first time--from why such an unlikely policy idea first developed to the factors that sealed its fate. His account, based on extensive original research in presidential archives, draws on mainstream social science perspectives that emphasize the influence of powerful stakeholder groups and policymaking institutions. But Steensland also shows that some of the most potent obstacles to guaranteed income plans were cultural. Most centrally, by challenging Americans' longstanding distinction between the "deserving" and "undeserving" poor, the plans threatened the nation's cultural, political, and economic status quo.

But paradoxically, it actually widened the income gap, undermining one of the most important objectives of Mao Zedong’s revolution. Nara Dillon traces the origins of the Chinese welfare state from the 1940s through the 1960s, when such inequalities emerged and were institutionalized, to uncover the reasons why the state failed to achieve this goal. Using newly available archival sources, Dillon focuses on the contradictory role played by labor in the development of the Chinese welfare state. At first, the mobilization of labor helped found a welfare state, but soon labor’s privileges turned into obstacles to the expansion of welfare to cover more of the poor. Under the tight economic constraints of the time, small, temporary differences evolved into large, entrenched inequalities. Placing these developments in the context of the globalization of the welfare state, Dillon focuses on the mismatch between welfare policies originally designed for European economies and the very different conditions found in revolutionary China. Because most developing countries faced similar constraints, the Chinese case provides insight into the development of narrow, unequal welfare states across much of the developing world in the postwar period."
