Understanding ChinaÕs foreign policy means fully appreciating these geostrategic challenges, which persist even as the country gains increasing influence over its neighbors. Andrew J. Nathan and Andrew Scobell analyze ChinaÕs security concerns on four fronts: at home, with its immediate neighbors, in surrounding regional systems, and in the world beyond Asia. By illuminating the issues driving Chinese policy, they offer a new perspective on the countryÕs rise and a strategy for balancing Chinese and American interests in Asia. Though rooted in the present, Nathan and ScobellÕs study makes ample use of the past, reaching back into history to illuminate the people and institutions shaping Chinese strategy today. They also examine Chinese views of the United States; explain why China is so concerned about Japan; and uncover ChinaÕs interests in such problematic countries as North Korea, Iran, and the Sudan. The authors probe recent troubles in Tibet and Xinjiang and explore their links to forces beyond ChinaÕs borders. They consider the tactics deployed by mainland China and Taiwan, as Taiwan seeks to maintain autonomy in the face of Chinese advances toward unification. They evaluate the strengths and weaknesses of ChinaÕs three main power resourcesÑeconomic power, military power, and soft power. The authors conclude with recommendations for the United States as it seeks to manage ChinaÕs rise. Chinese policymakers understand that their nationÕs prosperity, stability, and security depend on cooperation with the United States. If handled wisely, the authors believe, relations between the two countries can produce mutually beneficial outcomes for both Asia and the world.

Regional states must account for a more powerful potential adversary in China, and China has become more ambitious in its efforts to control its surroundings. Historical baggage has only aggravated the situation as China believes it is reclaiming its rightful place after a time of weakness and mistreatment, and other Asia-Pacific countries remember all too well their encounter with Chinese conflict and domination. Through a careful consideration of historical factors and raw data, Denny Roy examines the benefits and consequences of a more politically, economically, and militarily potent China. Since China's intended sphere of influence encroaches on the autonomy of regional states, its attempts to increase its own security have weakened the security of its neighbors. Nevertheless, there is little incentive for Beijing to change a status quo that is mostly good for China, and the PRC thrives through its participation in the global economy and multilateral institutions. Even so, Beijing remains extremely sensitive to challenges to the Chinese Communist Party's legitimacy and believes it is entitled to exercise influence on its periphery. On these issues, nationalism trumps any reluctance to upset the international system. Diplomatic disputes regarding the islands in the South China Sea, as well as controversial relations with North Korea, continue to undermine Chinese promises of positive behavior. Roy's study reveals the dynamics defining this volatile region, in which governments pursue China as an economic partner yet fear Beijing's power to set the rules of engagement.

Part Two analyses the evolving relationships between the countries of mainland Southeast Asia - Vietnam, Thailand, Myanmar, Laos and Cambodia - and China. Part Three reviews ties between the states of maritime Southeast Asia - Indonesia, Malaysia, Singapore, the Philippines, Brunei and East Timor - and the PRC. Book excerpt: In recent years there have been reports of actions purportedly taken by People's Liberation Army (PLA) units without civilian authorization, and of Chinese Communist Party (CCP) civilian leaders seeking to curry favor with the military—suggesting that a nationalistic and increasingly influential PLA is driving more assertive Chinese policies on a range of military and sovereignty issues. To many experienced PLA watchers, however, the PLA remains a "party-army" that is responsive to orders from the CCP. PLA Influence on China's National Security Policymaking seeks to assess the "real" relationship between the PLA and its civilian masters by moving beyond media and pundit speculation to mount an in-depth examination and explanation of the PLA's role in national security policymaking. After examining the structural factors that shape PLA interactions with the Party-State, the book uses case studies to explore the PLA's role in foreign policy crises. It then assesses the PLA's role in China's territorial disputes and in military interactions with civilian government and business, exploring the military's role in China's civil–military integration development strategy. The evidence reveals that today's PLA does appear to have more influence on purely military issues than in the past—but much less influence on political issues—and to be more actively engaged in policy debates on mixed civil-military issues where military equities are at stake.
