In this book an international and interdisciplinary group of scholars from Europe, China, the USA, Russia, and Australia investigate how academic mobility and cooperation is taking shape along the New Silk Road and what difference it will make, if any, in the global higher education landscape. Opening chapters present the global context for the NSR, the development of Chinese universities along international models, and the history and outcomes of EU-China cooperation. The flows and patterns in academic cooperation along the NSR as they shape and have been shaped by China's universities are then explored in more detail. The conditions for Sino-foreign cooperation are discussed next, with an analysis of regulatory frameworks for cooperation, recognition, data, and privacy. Comparative work follows on the cultural traditions and academic values, similarities, and differences between Sinic and Anglo-American political and educational cultures, and their implications for the governance and mission of higher education, the role of critical scholarship, and the state and standing of the humanities in China. The book concludes with a focus on the "Idea of a University"; the values underpinning its mission, shape, and purpose, reflecting on the implications of China's rapid higher education development for the geo-politics of higher education itself.

Book excerpt: How privileged adolescents in China acquire status and why this helps them succeed Study Gods offers a rare look at the ways privileged youth in China prepare themselves to join the ranks of the global elite. Yi-Lin Chiang shows how these competitive Chinese high schoolers first become “study gods” (xueshen), a term describing academically high-performing students. Constant studying, however, is not what explains their success, for these young people appear god-like in their effortless abilities to excel. Instead, Chiang explores how elite adolescents achieve by absorbing and implementing the rules surrounding status. Drawing from eight years of fieldwork and extensive interviews, Chiang reveals the important lessons that Chinese youth learn in their pursuit of elite status. They understand the hierarchy of the status system, recognizing and acquiring the characteristics that are prized, while avoiding those that are not. They maintain status by expecting differential treatment and performing status-based behaviors, which guide their daily interactions with peers, teachers, and parents. Lastly, with the help of resourceful parents, they rely on external assistance in the face of potential obstacles and failures. Chiang looks at how students hone these skills, applying them as they head to colleges and careers around the world, and in their relationships with colleagues and supervisors. Highlighting another facet of China’s rising power, Study Gods announces the arrival of a new generation to the realm of global competition.

Many of these systems are also moving upwards by introducing new graduate programmes to ensure that there are enough qualified professors and researchers for the future. Based on data from the UNESCO Institute for Statistics (UIS) and a diverse range of national and international sources, this report provides a comprehensive view to evaluate different strategies to expand graduate education. Special focus is given to middle-income countries in the region which have recently experienced the most dramatic growth through an innovative mix of policies. For example, interventions aimed at improving university rankings may be controversial but are nonetheless reshaping university reforms. The report highlights the pros and cons by comparing the three most commonly-used university ranking systems. Across the region, countries are not simply seeking to accommodate more students - they are striving to build top-quality universities that can produce the research and workforce needed for national economic development. So this report presents a range of data to better evaluate the economic benefits flowing from university research, as well as the spillover effects to the private sector. The authors also analyse the ways in which international collaboration can boost the productivity and quality of university-based research. Overall, this report provides the data and analysis to help countries weigh the balance of different policies to expand their higher education systems.

As the glittering skyline in Shanghai seemingly attests, China has quickly transformed itself from a place of stark poverty into a modern, urban, technologically savvy economic powerhouse. But as Scott Rozelle and Natalie Hell show in Invisible China, the truth is much more complicated and might be a serious cause for concern. China’s growth has relied heavily on unskilled labor. Most of the workers who have fueled the country’s rise come from rural villages and have never been to high school. While this national growth strategy has been effective for three decades, the unskilled wage rate is finally rising, inducing companies inside China to automate at an unprecedented rate and triggering an exodus of companies seeking cheaper labor in other countries. Ten years ago, almost every product for sale in an American Walmart was made in China. Today, that is no longer the case. With the changing demand for labor, China seems to have no good back-up plan. For all of its investment in physical infrastructure, for decades China failed to invest enough in its people. Recent progress may come too late. Drawing on extensive surveys on the ground in China, Rozelle and Hell reveal that while China may be the second-largest economy in the world, its labor force has one of the lowest levels of education of any comparable country. Over half of China’s population—as well as a vast majority of its children—are from rural areas. Their low levels of basic education may leave many unable to find work in the formal workplace as China’s economy changes and manufacturing jobs move elsewhere. In Invisible China, Rozelle and Hell speak not only to an urgent humanitarian concern but also a potential economic crisis that could upend economies and foreign relations around the globe. If too many are left structurally unemployable, the implications both inside and outside of China could be serious. From 2005 to 2015, undergraduate enrollment from China rose from under 10,000 to over 135,000. This privileged yet diverse group of young people from a changing China must navigate the complications and confusions of their formative years while bridging the two most powerful countries in the world. How do these students come to study in the United States? What does this experience mean to them? What does American higher education need to know and do in order to continue attracting these students and to provide sufficient support for them? In Ambitious and Anxious, the sociologist Yingyi Ma offers a multifaceted analysis of this new wave of Chinese students based on research in both Chinese high schools and American higher-education institutions. Ma argues that these students’ experiences embody the duality of ambition and anxiety that arises from transformative social changes in China. These students and their families have the ambition to navigate two very different educational systems and societies. Yet the intricacy and pressure of these systems generate a great deal of anxiety, from applying to colleges before arriving, to studying and socializing on campus, and to looking ahead upon graduation. Now they celebrate the “victory”—a key foundation of China’s rising nationalism. For most of its history, the People’s Republic of China discouraged public discussion of the war against Japan. It was an experience of victimization—and one that saw Mao Zedong and Chiang Kai-shek fighting for the same goals. But now, as China grows more powerful, the meaning of the war is changing. Rana Mitter argues that China’s reassessment of the war years is central to its newfound confidence abroad and to mounting nationalism at home. China’s Good War begins with the academics who shepherded the once-taboo subject into wider discourse. Encouraged by reforms under Deng Xiaoping, they researched the Guomindang war effort, collaboration with the Japanese, and China’s role in forming the post-1945 global order. But interest in the war would not stay confined to scholarly journals. Today public sites of memory—including museums, movies and television shows, street art, popular writing, and social media—define the war as a founding myth for an ascendant China. Wartime China emerges as victor rather than victim. The shifting story has nurtured a number of new views. One rehabilitates Chiang Kai-shek’s war efforts, minimizing the bloody conflicts between him and Mao and aiming to heal the wounds of the Cultural Revolution. Another narrative positions Beijing as creator and protector of the international order that emerged from the war—an order, China argues, under threat today largely from the United States. China’s radical reassessment of its collective memory of the war has created a new foundation for a people destined to shape the world.
