Book excerpt: China's emergence as a global actor has questioned the position of the United States as the strongest power and the future of the Washington-led global order. But achieving the status of a truly global player wielding influence in all dimensions of power would require China, among other things, to leverage its regional influence in Central Asia. This region is increasingly representing China's western leg of economic expansion and development and is of a growing strategic importance for Beijing. It is also a region that should be of greater strategic importance to Washington, which seeks to preserve its leading position in the international system and ensure China's peaceful integration in the global political, security, and economic architecture. The question of future economic and security order in Central Asia is thus of paramount importance to global stability. China is already projecting the strongest economic presence in the region and has the potential to build "comprehensive influence" across economic, cultural, political, military, and security spheres. Just as in the Asia-Pacific, it is the rise of China and its perceived efforts at domination in Central Asia that are driving the reconfiguration of the region's geopolitics and are challenging the U.S. global supremacy, requiring Washington to advance creative economic and military solutions in the heart of Eurasia. To stay relevant globally and regionally, the United States has to pursue a robust, direct, and long-term strategy of engagement in Central Asia. As it seeks to do so, Washington cannot premise its cooperation with other powers in Central Asia on the isolation of China-a global force calling for engagement where beneficial and containment where necessary. Washington should boost military engagement in the region, upgrade its New Silk Road Strategy (NSRS), advance cooperation with key partners, and shape China's global ascendance by leveraging its position in Central Asia. It should consider joining multilateral institutions involving the regional countries and China or seek the creation of new ones to shape China's regional activities. It should link its NSRS with China's "belt" strategy where it benefits the region's development while ensuring multidirectional contours of regional geo-economic forces. It should also start pondering how to leverage its potential strategic relationship with Iran, which links the Middle East with Central and South Asia, and shares growing economic ties with China. Finally, it should develop platforms of cooperation with China in economic and security spheres pertaining to both global and regional affairs. None of these tasks are easy to accomplish. This policy monograph, written in March 2015, sheds light on the crucial forces at work, assesses the possibility and implications of China's hegemony in Central Asia, and highlights the need for Washington to play real politics at the table rather than from across the high seas.

Since the founding of the People’s Republic, Chinese Communist Party leaders have sought to increase state capacity and exercise more effective control over their western frontier through a series of state-building initiatives. Although these initiatives have always incorporated an international component, the collapse of the USSR, increasing globalization, and the party’s professed concerns about terrorism, separatism, and extremism have led to a region-building project in Eurasia. Garcia traces how domestic elite-led narratives about security and development generate state-building initiatives, and then region-building projects. He also assesses how region-building projects are promoted through narratives of the historicity of China’s engagement in Eurasia, the promotion of norms of non-interference, and appeals to mutual development. Finally, he traces the construction of regions through formal and informal institutions as well as integrative infrastructure. By presenting three phases of Chinese domestic state-building and region-building from 1988-present, Garcia shows how region-building projects have enabled China to increase state capacity, control, and development in its western frontier. None were less prepared for independence than the five republics of Central Asia. The peoples of Kazakhstan, Kyrgyzstan, Uzbekistan, Turkmenistan, and Tajikistan had existed for seven decades in a semi-feudal state of suspension. The region, so dependent upon Soviet largesse that its rich cultural history was nearly smothered, had been the object of imperial competition for centuries - Soviet domination being merely the latest. This book incorporates research papers and discussions originally presented at a conference of leading scholars from the United States, Russia, Europe, and the Middle East who gathered to examine the regions political, economic, social, and security evolution since 1989. As the papers illustrate, the Wests image of Central Asia as a homogeneous belt of Islamic countries with uniform views of the regions future orientation is false. The papers also illustrate that hyperbolic prognoses of an "Islamic implosion" threatening to embroil the region in violent insurrections, possibly spreading throughout the former Soviet Union and the Middle East, are false as well. They have simply not materialized. Islam, in fact, has yet to emerge as a potent political force in Central Asia. This region is now lifting itself from economic obscurity and political isolation. Although distinct national identities are only in formative stages today, each of the five Central Asian states is likely to move in an individual direction, motivated by distinct national interests. The key issue is the extent of Russias influence in Central Asia and its long-term implications for the regions security. After Empire makes an important contribution to the better understanding of this very complex, indeed mysterious, region.

Official rhetoric portrays it as the very model of international cooperation: Moscow and Beijing claim that ties are closer and warmer than at any time in history. In reality, however, the picture is highly ambiguous. While both sides are committed to multifaceted engagement, cooperation is complicated by historical suspicions, cultural prejudices, geopolitical rivalries, and competing priorities. For Russia, China is at once the focus of a genuine convergence of interests and the greatest long-term threat to its national security. For China, Russia is a key supplier of energy and weapons, but is frequently dismissed as a self-important power whose rhetoric far outstrips its real influence. A xis of Convenience cuts through the mythmaking and examines the Sino-Russian partnership on its own merits. It steers between the overblown interpretation of an anti-Western (particularly, anti-American) alliance and the complacent assumption that past animosities and competing agendas must always divide the two nations. Their relationship reflects a new geopolitics, one that eschews formal alliances in favor of more flexible and opportunistic arrangements. Ultimately, it is an axis of convenience driven by cold-eyed perceptions of the national interest. In evaluating the current state and future prospects of the relationship, Bobo Lo assesses its impact on the evolving strategic environments in Central and East Asia. He also analyzes the global implications of rapprochement between Moscow and Beijing, focusing in particular on the geopolitics of energy and Russia-China-U.S. triangularism.
