This report is the second in a series of technical papers published by the World Bank on the Early Childhood Development (ECD) Initiative launched by the Bank's Africa Region. The review complements a previous paper, The Condition of Young Children in Sub-Saharan Africa, which outlined the shape and scale of children's survival needs and documented how in Africa children face greater challenges to healthy development than in any other region in the world. The present review explores ways of meeting these developmental challenges. It focuses on efforts that address the intersecting health, nutrition, and early education needs of children up to six years old in their institutional and socio-cultural environments. The paper also reviews current programs and policies across a set of 11 country experiences, including case studies from Angola, Kenya, Mauritius, and South Africa, revealing the policy and institutional conditions necessary for sustained impact of ECD efforts.

The recent banking crisis exposed the passivity of some institutional shareholders, many of whom appear to have chosen to sell their stakes in the banks rather than intervene or challenge the board when they realized the strategies followed by the banks were excessively risky. Institutional shareholders’ role to scrutinize and monitor the decisions of boards and executive management in the banking sector in the UK is considered by many to be a failure, resulting in the phenomenon of ‘ownerless corporations’, as described by Lord Myners. In China, despite the fast rising of institutional investment in the securities market, institutional shareholders have not yet played a contributory role in monitoring corporate managers in listed companies. Drawing on empirical evidence this book seeks to systematically analyses institutional shareholders’ incentives to activism to explain when and why shareholder activism will occur. The book puts forward a model which explains the factors that determine institutional shareholders’ propensity for activism. The model both elaborates the collective benefits of activism as a means of achieving managerial accountability asks whether and when shareholder activism is rational for any individual shareholder. Findings include that the World Bank has made important contributions to economic reform, poverty reduction, infrastructure development, and environmental protection, but has fallen short of its objectives in promoting fiscal and financial reforms to reduce inequality and risk.
