The reforms could result in a more adept joint warfighting force, though the PLA will continue to face a number of key hurdles to effective joint operations, Several potential actions would indicate that the PLA is overcoming obstacles to a stronger joint operations capability. The reforms are also intended to increase Chairman Xi Jinping's control over the PLA and to reinvigorate Chinese Communist Party (CCP) organs within the military. Xi Jinping's ability to push through reforms indicates that he has more authority over the PLA than his recent predecessors. The restructuring could create new opportunities for U.S.-China military contacts.

Furthermore, the report analyzes how these weaknesses affect the PLA's performance of missions tasked by Beijing. China's military isn't ready to win wars despite spending heavily to modernize. The People's Liberation Army suffers from 'potentially serious weaknesses' that could limit its ability to conduct the operations required to fight and win future conflicts. "Although the PLA's capabilities have increased dramatically, its remaining weaknesses increase the risk of failure to successfully perform the missions the Chinese Communist Party leaders may task it to perform," the report says. It cited Taiwan contingencies, maritime claim missions, protecting sea lines of communications and some non-war military operations. The report looks at two critical shortcomings: institutional and combat capabilities. On institutional issues, the PLA faces shortcomings regarding outdated command structures, quality of personnel, professionalism and corruption. Combat weaknesses include logistical, insufficient strategic airlift capabilities, limited numbers of special-mission aircraft, and deficiencies in fleet air defense and anti-submarine warfare.

Yet, for all these achievements, there is still profound skepticism regarding China’s potential as a genuine maritime power. Beijing must still import the most vital subcomponents for its shipyards, maritime governance remains severely bureaucratically challenged, and the navy evinces, at least as of yet, little enthusiasm for significant blue water power projection capabilities. This volume provides a truly comprehensive assessment of prospects for China’s maritime development by situating these important geostrategic phenomena within a larger world historical context. China is hardly the only land power in history to attempt transformation by fostering sea power. Many continental powers have elected or been impelled to transform themselves into significant maritime powers in order to safeguard their strategic position or advance their interests. Book excerpt: To help the U.S. Air Force assess the resources the government of the People's Republic of China is likely to spend on its military over the next two decades, this study projects future growth in Chinese government expenditures as a whole and the military in particular, evaluates the current and likely future capabilities of China's defense industries, and compares likely future Chinese expenditures on defense with recent expenditures by the United States and the U.S. Air Force. Although economic growth in China is destined to slow, output will still triple by 2025. In addition, government reforms hold the promise of improving the weak performance of China's defense industries. Although the researchers' high-end forecast of military expenditures is based on the assumption that the Chinese government would be able to spend 5.0 percent of GDP on defense, they believe that pressures within China to increase social spending on health care, pensions, education, and the environment, coupled with the costs of paying the Chinese government's liabilities, make it more likely that military spending will not rise above 2.3 percent of GDP. Using a combination of projected market and purchasing power parity exchange rates, the authors forecast that Chinese military spending is likely to rise from an estimated $69 billion in 2003 to $185 billion by 2025-approximately 61 percent of what the Department of Defense spent in 2003.

This study addresses such questions as: What are China's most fundamental national security objectives? How has the Chinese state employed force and diplomacy in the pursuit of these objectives over the centuries? What security strategy does China pursue today and how will it evolve in the future? The study asserts that Chinese history, the behavior of earlier rising powers, and the basic structure and logic of international power relations all suggest that, although a strong China will likely become more assertive globally, this possibility is unlikely to emerge before 2015-2020 at the earliest. To handle this situation, the study argues that the United States should adopt a policy of realistic engagement with China that combines efforts to pursue cooperation whenever possible; to prevent, if necessary, the acquisition by China of capabilities that would threaten America's core national security interests; and to remain prepared to cope with the consequences of a more assertive China.
