Turning away from the all-encompassing emphasis on revolutionary struggle and ideological transformation that characterized the last years of the Maoist era, China's leaders under Deng Xiaoping have initiated dramatic new reform and development policies. In original essays, the contributors, all senior specialists on contemporary China, analyze the reasons for the new policies, the nature and impact of the changes now occurring, and the prospects for a continuation of these policies in the future. Specifically, they examine the Chinese polity as a "consultative authoritarian" system, the farreaching changes in China's agriculture, important shifts in foreign economic relations, the gradual modernization policy pursued by its military leaders, the relaxation of controls on cultural life, and the possibility that current social policies may well increase equality rather than inequality in Chinese society. The authors conclude that it is too early to judge the eventual, long-term outcome of current reforms, which they believe grew out of the political crises and chronic economic problems that afflicted China in the late 1960s and early 1970s. Although they see some opposition and built-in limits to reform, on balance they foresee strong support for continued reform and believe it will be difficult for future leaders to reverse course.

The emphasis is on the dominating institutional and bureaucratic presence of the state even as it sought to loosen the pre-1979 vertically structured centralised command system and to introduce some market principles to stimulate economic activity. The essays fall into four categories: theoretical and policy discussions and debates at the central leadership level; reform of the urban economy and of inter-regional relations; industrial and commercial reforms; and the rise and position of the new entrepreneurial class. Many of the essays draw on interviews with Chinese economic officials in the Central China city of Wuhan and therefore this is the only study that uses local data on actual operations of reforms from a Chinese city; the other sources are the Chinese press and Chinese official and scholarly journals. In each of the categories there are pieces from different points in the chronological process of reform. This study begins with the first theoretical discussions among China's economists and top political leaders in the late 1970s and concludes with experiments with bankruptcy and stock markets in the late 1980s. The countervailing heavy presence of the state at both the policy and the practical levels throughout the reform decade is its unifying theme.

Although doubts about the long-term commitment to reform arose after the student protests in December 1986 and the dismissal of Party General Secretary Hu Yaobang in January 1987, the scope of reform has been so broad and the pace of change so rapid, that the post-Mao era fully warrants Den Xiaoping's description of it as the "second revolution" undertaken by the Chinese Communist Party.

First in Eastern Europe, then in China and the Soviet Union, party leaders were compelled to devise fundamental departures from the economic procedures and structures they had confidently installed at the outset of their revolutionary victories. Perhaps no country departed more rapidly from communist economic structures than China. Within five years of Mao Zedong’s death, reformers led by Deng Xiaoping had dismantled the people’s communes and created a range of markets that established the institutional foundations for a new form of socialism. But, unlike the Soviets and Eastern Europeans, the Chinese reformers refused to consider parallel changes in political institutions. The demonstrations in Beijing in 1989 made it clear that post-Mao economic policies had created unavoidable political consequences for the society and its leaders. In individual case studies, the twelve contributors to this volume document the uneven decollectivization and decentralization of China’s economy in the post-Mao years and the great diversity of the social and political consequences. Book excerpt: In The Geography of Injustice, Barak Kushner argues that the war crimes tribunals in East Asia formed and cemented national divides that persist into the present day. In 1946 the Allies convened the Tokyo Trial to prosecute Japanese wartime atrocities and Japan's empire. At its conclusion one of the judges voiced dissent, claiming that the justice found at Tokyo was only "the sham employment of a legal process for the satisfaction of a thirst for revenge." War crimes tribunals, Kushner shows, allow for the history of the defeated to be heard. In contemporary East Asia a fierce battle between memory and history has consolidated political camps across this debate. The Tokyo Trial courtroom, as well as the thousands of other war crimes tribunals opened in about fifty venues across Asia, were legal stages where prosecution and defense curated facts and evidence to craft their story about World War Two. These narratives and counter narratives form the basis of postwar memory concerning Japan's imperial aims across the region. The archival record and the interpretation of court testimony together shape a competing set of histories for public consumption. The Geography of Injustice offers compelling evidence that despite the passage of seven decades since the end of the war, East Asia is more divided than united by history.
