Although doubts about the long-term commitment to reform arose after the student protests in December 1986 and the dismissal of Party General Secretary Hu Yaobang in January 1987, the scope of reform has been so broad and the pace of change so rapid, that the post-Mao era fully warrants Den Xiaoping's description of it as the "second revolution" undertaken by the Chinese Communist Party.

Book excerpt: When in 1989 Chinese astrophysicist Fang Lizhi sought asylum for months in the U.S. Embassy in Beijing, later escaping to the West, worldwide attention focused on the plight of liberal intellectuals in China. In Science and Dissent in Post-Mao China H. Lyman Miller examines the scientific community in China and prominent members such as Fang and physicist and historian of science Xu Liangying. Drawing on Chinese academic journals, newspapers, interviews, and correspondence with Chinese scientists, he considers the evolution of China's science policy and its impact on China's scientific community. He illuminates the professional and humanistic values that impelled scientific intellectuals on their course toward open, liberal political dissent. It is ironic that scientific dissidence in China arose in opposition to a regime supportive of and initially supported by scientists. In the late 1970s scientists were called upon to help implement reforms orchestrated by Deng Xiaoping's regime, which attached a high priority to science and technology. The regime worked to rebuild China's civilian science community and sought to enhance the standing of scientists while at the same time it continued to oppose political pluralism and suppress dissidence. The political philosophy of revolutionary China has taught generations of scientists that explanation of the entire natural world, from subatomic particles to galaxies, falls under the jurisdiction of ?natural dialectics,? a branch of Marxism-Leninism. Escalating debates in the 1980s questioned the relationship of Marxism to science and led some to positions of open political dissent. At issue were the autonomy of China's scientific community and the conduct of science, as well as the validity and jurisdiction of Marxist-Leninist philosophy'and hence the fundamental legitimacy of the political system itself. Miller concludes that the emergence of a renewed liberal voice in China in the 1980s was in significant part an extension into politics of what some scientists believed to be the norms of healthy science; scientific dissidence was an unintended but natural consequence of the Deng regime's reforms. This thoughtful study of science as a powerful belief system and as a source of political and social values in contemporary China will appeal to a diverse audience, including readers interested in Chinese politics and society, comparative politics, communist regimes, the political sociology of science, and the history of ideas.

The emphasis is on the dominating institutional and bureaucratic presence of the state even as it sought to loosen the pre-1979 vertically structured centralised command system and to introduce some market principles to stimulate economic activity. The essays fall into four categories: theoretical and policy discussions and debates at the central leadership level; reform of the urban economy and of inter-regional relations; industrial and commercial reforms; and the rise and position of the new entrepreneurial class. Many of the essays draw on interviews with Chinese economic officials in the Central China city of Wuhan and therefore this is the only study that uses local data on actual operations of reforms from a Chinese city; the other sources are the Chinese press and Chinese official and scholarly journals. In each of the categories there are pieces from different points in the chronological process of reform. This study begins with the first theoretical discussions among China's economists and top political leaders in the late 1970s and concludes with experiments with bankruptcy and stock markets in the late 1980s. The countervailing heavy presence of the state at both the policy and the practical levels throughout the reform decade is its unifying theme.

Book excerpt: The political system established by the Chinese Communist Party in 1949 had its origins, in many respects, in the Chinese Soviet Republic of 1931–1934, based in southern Kiangsi province about 400 miles southwest of Shanghai. The Kiangsi period was important because it gave the Chinese Communists their first opportunity to govern an extensive area and a large population, and in so doing to develop methods of mass mobilization as well as new techniques for conducting party and government affairs. Kim explores the evolution of the Chinese Communist movement during the Kiangsi soviet period, especially its organizational concepts, behavioral patterns, and development techniques of "mass line" politics. He seeks answers to several questions: What notions of organization shaped the Kiangsi political system? Who formulated the policies? How were they implemented at the rice-roots level of government? By analyzing Mao Tse-tung's writings on organization and comparing them with those of other Chinese Communist theoreticians, he achieves fresh insights into Mao's approach to administration and bureaucratic organization. The distinct contribution of this book lies in its focus on such issues as how the Chinese Communist leaders viewed organizational problems within their movement, especially following the failure of the 1947 revolution; how they responded to these problems; and how they maintained a balance of power among the party, the government, and the Red Army while administering the expanding territorial base and managing complex organizations. Book excerpt: 'Attitudinal change' in the context of economic reforms has been referred to in Rodrik and Subramanian (2005), DeLong (2003), Kohli (1989), and Panagariya (2004, 2008). This dissertation provides empirical support for this literature, establishing an earlier start for India's economic policy liberalisation than presented in stylized accounts. It demonstrates the endogenous nature of the origins of these policy shifts. 'Attitudinal change' literature had directed attention to the need for further research into India's policy changes of the early 1980s and for studying broader comparability issues in other developing countries. This research makes a contribution towards filling these gaps. This dissertation shows that India started its economic liberalisation under the Indira Gandhi administration from 1980 to 1984. These findings depart from the conventional view that India's economic policy changes were initiated by the Narasimha Rao government in 1991, or by the Rajiv Gandhi administration in the mid to late 1980s. The dissertation establishes that policy shifts of the early 1980s had endogenous origins in the political leadership's attitudinal changes. The Indira Gandhi administration of the early 1980s revisited the statist policies of its previous tenure from 1966 to 1977. The new approach entailed more openness towards private enterprise, scaling back the role of the public sector, and starting India's integration into the global economy. The dissertation also discusses the comparable role of attitudinal changes at the start of China's policy liberalisation led by Deng Xiaoping from 1978 to 1982. It focuses on the significance and challenges faced by China's political leadership in bringing about societal attitudinal change. The dissertation concludes by drawing comparisons between India and China, developing a linkage between their endogenous attitudinal changes and economic policy liberalisation.
