Regarding each of these criteria, the GCC countries enjoy a strategic significance to China’s national security, vital interests, territorial integrity, sovereignty, regime survival, and economic prosperity. China has been an integral part of the political developments on the Arabian Gulf scene since the 1950s. Their bilateral ties have grown steadily since the Economic Reform Era, culminating in strategic partnership two decades later. China and its Arab Gulf partners have embarked on an ambitious economic cooperation that includes joint ventures in oil upstreaming and downstreaming, mammoth highway and railroad projects, construction projects, and above all, strategic security coordination in reference to security threats. Both sides are also engaged in a process of revival of the Silk Road within the Belt and the Road framework. Sino-Gulf bilateral trade relations reached $159,419.20 billion in 2014. The two sides aim to increase it to $600 billion by 2020, a goal within reach given the fact that they are concluding the China-GCC Free Trade Agreement, which will transform their bilateral ties.

Hong Kong had long functioned as the capitalist and democratic stepping stone to China for much of the world. Its highly original popular culture was well known in Chinese communities, and its renowned film industry enjoyed worldwide audiences and far-reaching artistic influence. Chu argues that Hong Kong's culture was "lost in transition" when it tried to affirm its international visibility and retain the status quo after 1997. In an era when China welcomed outsiders and became the world's most rapidly developing economy, Hong Kong's special position as a capitalist outpost was no longer a privilege. By drawing on various cultural discourses, such as film, popular music, and politics of everyday life, Chu provides an informative and critical analysis of the impact of China's ascendency on the notion of "One Country, Two Cultures." Hong Kong can no longer function as a bridge between China and the world, writes Chu, and must now define itself from global, local, and national perspectives.

Book excerpt: Patchwork in times of plurality encompasses the multitude of actions as a revealing symbol of ethos, actors, organisms, and manifestations of preservation and dialogue frontiers. This plural metaphor, almost like a patchwork, aggregates and yet segregates, conforms, but disfigures, and boosts the meanings which represent this new field that international relations have been recently crossing. Just like the mirror metaphor - that reflects everything to all and, sometimes, intervenes in distortions - the patchwork analogy allowed the book to take responsibility for the disclosure of preservation actions on a global scale. The book has a pioneering role insofar since it is the only publication with such characteristics, concerns, and coverage. The work studies the interconnection between cultural properties and international relations by understanding them as a mosaic before the bridges that intertwine people and borders. The main goal of this work is to illustrate in what way intergovernmental relations have been privileging heritage and culture as acting fields for its broader needs. Therefore, the book addresses topics related to the international agenda, focusing on its less debated themes. Two examples of these undervalued matters are the link between actors, preservationist actions, and the universe of world cultural heritage. The book also pursuits a critical dialogue between interdisciplinary fields that narrow heritage frontiers in search to contribute with a spectrum of academic perspectives and (inter)national study cases. To serve distinct economic, social, or political purposes, institutionalized heritage (embodied by different values) becomes instrumentalized in a top-down direction. In a development frame, when we perceive culture as indispensable to human life, the past is transformed into exchange currency. Through the creation of alternative fields of action, usually in a bottom-up logic, the present builds new heritage connections. Digital heritage's preservation, dissemination, and appreciation have been representing these same nets.

Wellington Koo (1888-1985) was involved in virtually every foreign and domestic crisis in twentieth-century China. After earning a Ph.D. from Columbia University, Koo entered government service in 1912 intent on revising the unequal treaty system imposed on China in the nineteenth century, believing that breaking the shackles of imperialism would bring China into the "family of nations." His pursuit of this nationalistic agenda was immediately interrupted by Chinese civil war and Japanese imperialism during World War I. In the 1930s Koo attempted to use international law to force western powers to honor their treaty obligations to punish Japanese expansion. Koo also participated in creating the League of Nations and later the United Nations in the hope that collective security would become reality.

Evidence of Asia’s contribution from the historical records of the Commission on Human Rights (1946 to 1948) profoundly refutes any remnants of the relativist ‘Asian values’ discourse. Asians shaped the ‘new humanism’ of the UDHR and the universal values that they also brought to bear on the drafting of this document. The book brings this evidence into focus in order to enter them into contemporary human rights discourse in Asia. The book coincides with the 70th anniversary (2018) of the UDHR and contributes to the ongoing global dialogue between states and societies in the development of human rights norms.
