Book excerpt: The industrialization of information resources has been a growing trend across the world in recent years, especially in China, where the information resource industry (IRI) has expanded exponentially for over more than a decade. While analysing the development conditions of China's IRI, this book clearly defines the implications and strategic value of the industry, summarizes basic IRI theories, and clarifies the history of its development and special regional characteristics within the Chinese context. Drawing on the statistics and measurement of various economic indicators of IRI, the authors propose four stages of development: a germination period; an initial development period; a subsequent rapid development period; and lastly, a steady development period. At the same time, the book draws upon various theoretical models such as the “Dynamic Resource Triangle” model, the “Information Resource Industrial Symbiosis” model, the value chain model and the explanation model of information consumption in order to shed light on IRI's elements and the optimization of its management. Backed by the Chinese government, Chinese companies have been acquiring equity stakes in natural resource companies, extending loans to mining and petroleum investors, and writing long-term procurement contracts for oil and minerals. These activities have aroused concern that China might be "locking up" natural resource supplies, gaining "preferential access" to available output, and extending "control" over the world's extractive industries. On the demand side, Chinese appetite for vast amounts of energy and minerals puts tremendous strain on the international supply system. On the supply side, Chinese efforts to procure raw materials can either exacerbate or help solve the problems of high demand. Evidence from the 16 largest Chinese natural resource procurement arrangements shows that Chinese efforts—like Japanese deployments of capital and purchase agreements in the late 1970s through the 1980s—fall predominantly into categories that help expand, diversify, and make more competitive the global supplier system. Investigation of smaller projects indicates the 16 largest do not suffer from selection bias. However, Chinese attempts to exercise control over mining of rare earth elements may constitute a significant exception. The investigative focus of this analysis is deliberately narrow and precise, assessing the impact of Chinese resource procurement on the structure of the global supply base. The broader policy discussion in the concluding chapter raises other separate important issues, including the impact of Chinese resource procurement on rogue states, on authoritarian leadership, on civil wars, on corrupt payments and the deterioration of governance standards, and on environmental damage. Such effects may make patterns of Chinese resource procurement objectionable, on grounds quite apart from the debate about possible "control" of access on the part of China and Chinese companies.

The China Development Research Foundation (CDRF) is a public foundation initiated by the Development Research Center of the State Council (DRC). Its mission is to advance good governance and public policy to promote economic development and social progress. The Foundation has approached its mandate in a number of ways, including support for evidence-based policy research, leadership training, high-level forums and symposiums to promote economic cooperation and development, and the promotion of responsible public policy. As China continues to move steadily ahead with policy reforms and investments for more inclusive development, the demands for research, transparent and accountable processes, and citizenship engagement are expanding. The Foundation is striving to meet these challenges and to coordinate policy research work which supports the work of government, civil society and enterprises in furthering equitable development in China.

Book excerpt: Historically, common property is one of the dominant forms of ownership through which natural resources--e.g., forests, pastures, and fisheries--are managed. However, their decline across societies due to marketization and privatization has prompted intense debates. This Article seeks to answer the following questions: (1) Why did some common property regimes dissipate quickly, while others resist-ed the forces of privatization for generations? (2) What explains the divergent trajectories that societies took in governing common resources? Building on the classic Coasean and Demsetzian law-and-economics principles, this Article highlights two additional dimensions--institutional capacity and social embeddedness of property--to explain how “hidden” social costs impacted the stability of common property regimes. Using forest commons in Qing China (1644-1912) as a historical case study, this Article argues that lineage institutions--a form of organized kinship--created conditions for the longevity of common property regimes in China due to three factors: (1) as a result of the Qing state's laissez-faire attitude towards property, lineages assumed key administrative functions in regulating property relations at the locality; (2) lineages took advantage of the laws and institutions of the Qing state, which were designed to protect entrenched local interests rather than to maximize economic welfare; and (3) the organizational features of lineages allowed them to provide extra-legal solutions to disputes arising from contested access to common resources, largely displacing the roles of formal legal institutions. These factors illustrate the degree to which organized kinship groups were able to adopt sophisticated institutional arrangements that co-opted, resisted, and even competed with the state in crafting the rules of the game.Although the longevity of kinship-based common property regimes is certainly unique to China's historical experience, this case study carries vital policy implications, both for China today and for the broader developing world. First, kinship organizations may provide effective bulwarks against disruptive change, allowing local communities to adjust to new economic realities. Second, their resource-pooling features can provide a safety net for individual households that fail to make the adjustment. Finally, kinship organizations can control negative spillover effects that would have led to the degradation of common property regimes.
