Book excerpt: This case study describes the Republic of Chile’s approach to building agricultural resilience to natural hazard-induced disasters, particularly climate risks. It outlines two areas of strength, namely: - Chile’s national agroclimatic risk information system – this consists of a series of interconnected platforms, agroclimatic information bulletins, tools and initiatives to monitor, identify, assess and communicate the risks, and; - the country’s capacity development events and training, which support decision making by agricultural stakeholders on how to avoid and reduce the adverse impacts of natural hazard-induced disasters. Furthermore, this case study outlines a variety of financial instruments that are available to fund emergency response and recovery activities in the agricultural sector and to transfer risk through the provision of state subsidies for agricultural insurance.

Book excerpt: Natural hazard induced disasters (NHID), such as floods, droughts, severe storms, and animal pests and diseases have significant, widespread and long lasting impacts on agricultural sectors around the world. With climate change set to amplify many of these impacts, a “business as usual” approach to disaster risk management in agriculture cannot continue if we are to meet the challenges of agricultural productivity and sustainability growth, and sustainable development. Drawing from seven case studies – Chile, Italy, Japan, Namibia, New Zealand, Turkey and the United States – this joint OECD?FAO report argues for a new approach to building resilience to NHID in agriculture. It explores the policy measures, governance arrangements, on?farm strategies and other initiatives that countries are using to increase agricultural resilience to NHID, highlighting emerging good practices. It offers concrete recommendations on what more needs to be done to shift from coping with the impacts of disasters, to an ex ante approach that focuses on preventing and mitigating the impacts of disasters, helping the sector be better prepared to respond to disasters, and to adapt and transform in order to be better positioned for future disasters.

Climate change refers to significant, long-term changes in the global climate. There is unequivocal evidence that Earth is warming at an unprecedented rate. Human activity is the principal cause. The planets average surface temperature has risen to about 1oC since the late 19th century and most of the warming occurred in the past 40 years. The years 2016 and 2020 are tied for the warmest year on the record. Similarly, other evidence of rapid climate change includes warming of oceans, shrinking of ice sheets, retreating glaciers, decreasing snow cover, rising of sea level, declining artic sea ice, increased frequency of extreme events, ocean acidification and loss of biodiversity. Hence, climate change impacts, both extreme weather and slow-onset events, have impacted several sectors of the national economies and activities, in particular agriculture and food production, augmented by other challenges be it geopolitical, cost of finance or supply chain related, and in a time of increased food insecurity. Without CO2 fertilization, effective adaptation, and genetic improvement, each degree-Celsius increase in global mean temperature would, on average, reduce global yields of wheat by 6.0%, rice by 3.2%, maize by 7.4%, and soybean by 3.1%. Hence this book is useful as a study material to teach in the field of agriculture and climate change. The book is useful for instructors and postgraduate as well as undergraduate students involved in the study of climate change. The book also provide guidance to multiple stakeholders to design mitigation and adaptation efforts to climate change and ensure food security in the developing world.

The fisheries and aquaculture sector makes substantial contributions to food security, livelihoods and global trade. Global production of fish and other aquatic animals continued to grow and reached 179 million tonnes in 2018, and about 59.5 million people were engaged in the primary sector of capture fisheries and aquaculture. Fishery net exports generate significantly more revenue for developing countries than other agricultural commodities such as rice, coffee and tea. Millions of people are struggling to maintain reasonable livelihoods through the fisheries and aquaculture sector. These are the people who are the most vulnerable to the impacts of climate change. Climate change adds to the many threats and obstacles that already confront them in their day-to-day lives. This publication presents FAO’s work on climate change and fisheries and aquaculture. Some 113 million people in 53 countries were acutely hungry last year. That is 113 million girls, boys, men and women, old and young, who were unable to access enough food and required humanitarian assistance to meet their most basic needs. For FAO, building resilient agriculture-based livelihoods and food systems is at the core of efforts to fight acute hunger and avert food crises. We know how critical humanitarian assistance is. At the same time, it is clear that humanitarian assistance on its own is not enough to win the battle against acute hunger. That is why FAO’s humanitarian work is firmly embedded within a foundation of resilience building. And this was really demonstrated in 2018, when the breadth of our work extended from immediate humanitarian response to protect lives and livelihoods in some of the most complex contexts in the world, including South Sudan and Yemen, to addressing the vulnerability of pastoral populations and facilitating the development of livestock feed balances in the Horn of Africa, to supporting disaster risk reduction efforts from Myanmar to Central America. Publications such as this offer us an opportunity to reflect on some of our achievements over the past year and identify how we can do better in the next. It is not intended as an exhaustive list of the work done under FAO’s strategic programme on resilience, but rather a snapshot to demonstrate what we can achieve and how much more this to be done.
