Book excerpt: Abstract: "The authors use panel data for Mexico for 1997 to 1999 to test several assumptions regarding the impact of a conditional cash transfer program on child labor, emphasizing the differential impact on indigenous households. Using data from the conditional cash transfer program in Mexico--PROGRESA (OPORTUNIDADES)--they investigate the interaction between child labor and indigenous households. While indigenous children had a greater probability of working in 1997, this probability is reversed after treatment in the program. Indigenous children also had lower school attainment compared with Spanish-speaking or bilingual children. After the program, school attainment among indigenous children increased, reducing the gap. This paper--a product of the Education Sector Unit, Latin America and the Caribbean Region--is part of a larger effort in the region to evaluate human development programs"--World Bank web site.

In rural areas, more than four of five children work, with only a third combining work with schooling. Child labor in Côte d'Ivoire increased in the 1980s because of a severe economic crisis. Two out of three urban children aged 7 to 17 work; half of them also attend school. In rural areas, more than four out of five children work, but only a third of them manage to combine work with schooling. Full-time work is less prevalent, but not negligible. Roughly 7 percent of urban children work full time (an average 46 hours a week). More than a third of rural children work full time (an average of 35 hours a week), with the highest incidence in the Savannah region. The incidence of such full-time work rises with age but is by no means limited to older children. The average age of the full-time child worker in Côte d'Ivoire is 12.7. These children have received an average 1.2 years of schooling. That child is also more likely to be ill or injured and is less likely to receive medical attention than other children. Urban children in the interior cities are far more likely to work and their working hours are much longer. Among rural children, those in the Savannah region (where educational infrastructure lags far behind the rest of the country) are most likely to work. Five factors affect a household's decision to supply child labor: * The age and gender of the child (girls are more likely to work, especially when the head of household is a woman). * The education and employment status of the parents (low parental education is a good targeting variable for interventions). * The availability of within-household employment opportunities. * The household's poverty status. * The household's location (calling for geographical targeting). With improved macroeconomic growth, it is hoped, child labor will decline-but a significant decline could take several generations. Meanwhile, it is important to: * Use a gradual approach toward the elimination of child work by aiming initial interventions at facilitating combined work and schooling. * Support the development of home enterprises as part of poverty alleviation programs, but combine it with incentives for school attendance. * Make school hours and vacation periods flexible (accommodating harvest times) in rural areas. This would also improve children's health. * Improve rural school attendance by having a school in the village rather than 1 to 5 kilometers away. * Improve educational investment in the Savannah. Behrman, Pollak, and Taubman use this model to investigate issues such as parental bias in resource allocations based on gender or birth order; the extent of intergenerational mobility in income, earnings, and schooling in the United States; the relative importance of environmental and genetic factors in determining variations in schooling; and whether parents' distributions offset the intended effects of government programs designed to subsidize children. In allocating scarce resources, parents face a trade-off between equity and efficiency, between the competing desires to equalize the wealth of their children and to maximize the sum of their earnings. Building on the seminal work of Gary Becker, From Parent to Child integrates careful modeling of household behavior with systematic empirical testing, and will appeal to anyone interested in the economics of the family.

Book excerpt: In this paper, we present evidence indicating that international migrant remittances lead to improved developmental outcomes. Using a cross-section of all Mexican municipalities (over 2400) in the year 2000, we show that an increase in the fraction of households receiving international remittances is correlated with better schooling and health indicators and with reductions in poverty, even after controlling for the likely endogeneity between remittances and developmental outcome variables. Our findings have important policy implications as they suggest that national governments and the international community should adopt measures that facilitate remittance flows.

Why has the government not removed them from the labor force and required that they attend school, as have the governments of all developed and many developing countries? To answer this question, this major comparative study first looks at why and when other states have intervened to protect children against parents and employers. By examining Europe of the nineteenth century, the United States, Japan, and a number of developing countries, Myron Weiner rejects the argument that children were removed from the labor force only when the incomes of the poor rose and employers needed a more skilled labor force. Turning to India, the author shows that its policies arise from fundamental beliefs, embedded in the culture, rather than from economic conditions. Identifying the specific values that elsewhere led educators, social activists, religious leaders, trade unionists, military officers, and government bureaucrats to make education compulsory and to end child labor, he explains why similar groups in India do not play the same role.

Book excerpt: The Policy Analysis of Child Labor examines the conditions which lead to child labor in Bolivia, Colombia, Côte d'Ivoire, and the Philippine and uses the findings to recommend a new policy approach toward its eradication. The researchers found that many children's days involve both work and schooling, so many of the current policy approaches, such as bans on child labor, are not optimal because they view child work and schooling as mutually exclusive alternatives. Instead, a gradual policy approach in two phases would be more effective. This policy would begin by increasing legal and social protection for working children and adding school time to child work routines, then would shift the work-school combination toward schooling only. Their policy also calls for joint provision of support to home enterprises and enrollment incentives--especially for girls. The Policy of Analysis of Child Labor is a meticulous study of a major human rights issue with far-reaching policy implications.
