MOTHER LOVE AND CHILD DEATH Of all the many factors that endanger the lives of young children, by far the most difficult to examine with any degree of dispassionate objectivity is the quality of parenting. Historians and social scientists, no less than the public at large, are influenced by old cultural myths about childhood inno cence and mother love as well as their opposites. The terrible power and significance attributed to maternal behavior (in particular) is a commonsense perception based on the observation that the human infant (specialized as it is for prematurity and prolonged dependency) simply cannot survive for very long without considerable maternal love and care. The infant's life depends, to a very great extent, on the good will of others, but most especially, of course, that of the mother. Consequently, it has been the fate of mothers throughout history to appear in strange and distorted forms. They may appear as larger than life or as invisible; as all-powerful and destructive; or as helpless and angelic. Myths of the maternal instinct compete, historically, witli -myths of a universal infanticidal impulse.

In 1993, the National Research Council (NRC) issued the report, Under-standing Child Abuse and Neglect, which provided an overview of the research on child abuse and neglect. New Directions in Child Abuse and Neglect Research updates the 1993 report and provides new recommendations to respond to this public health challenge. According to this report, while there has been great progress in child abuse and neglect research, a coordinated, national research infrastructure with high-level federal support needs to be established and implemented immediately. New Directions in Child Abuse and Neglect Research recommends an actionable framework to guide and support future child abuse and neglect research. This report calls for a comprehensive, multidisciplinary approach to child abuse and neglect research that examines factors related to both children and adults across physical, mental, and behavioral health domains--including those in child welfare, economic support, criminal justice, education, and health care systems--and assesses the needs of a variety of subpopulations. Fatal child maltreatment is defined as the death of a child that is a direct result of abuse and neglect. Methods: A systematic literature review of empirical data published between 2009-2021 and a review of public data publish by Los Angeles County Inter-Agency Council on Child Abuse and Neglect between 2009-2019. Results: Most common risk factors for Black and Hispanic children include race, age, child protective services history, and gender. Family makeup plays a significant role in what leads children to die. Children who come from large families have a higher likelihood of fatal neglect, and single parent households have a higher likelihood of fatal abuse. Mothers are more likely to perpetuate neglect while fathers are more likely to perpetuate physical abuse. Compared to 20 other nations, the USA has the highest number of child abuse related deaths. Social workers and other professionals who work with children are not trained enough on this topic. Child Death Review Teams have assisted in developing awareness about child deaths and how to prevent them. Discussion: The overview of the various studies and local public data showed that the factors that place children at risk for fatal abuse and neglect are entirely out of their control. Nine out of thirteen studies reviewed cited that African American children are the highest population at risk for fatal abuse and neglect. Children do not choose what family they are born into. They also do not get to choose their race or gender. The fact that various studies and public data cited these to be the considered risk factors that determine the likelihood a child will live or die at the hands of their parental figure is unacceptable. There is a gap in the research as most of the research pertaining to fatal child abuse and neglect is over 2 decades old.
