This regulation establishes Department of the Army (DA) policies, assigns responsibilities, and prescribes procedures for the Army Chemical Surety Program. It is Army policy that chemical surety material in the possession or custody of the Army shall be properly safeguarded against theft, loss, diversion, or unauthorized access or use, and those operations with such materials are conducted in a safe, secure, and reliable manner. b. Chemical surety materials subject to the provisions of the Army Chemical Surety Program are listed in chapter 6. The requirements for managing Recovered Chemical Warfare Material (RCWM) are outside of the Army's Chemical Surety Program, and are the responsibility of the Assistant Secretary of the Army (Installations and Environment) (ASA(I&E)). c. This regulation provides policy for several different types of chemical surety missions: demilitarization; transportation; storage; research, development, test and evaluation (RDTE); and training. Many of the program requirements are the same regardless of the mission. However, where requirements differ they will be specifically identified.

The State would consider delisting if the Army document the effects of its decontamination procedures. Army specialists at U.S. Army Chemical Research, Development and Engineering Center (CRDEC), Aberdeen Proving Ground, MD, have had exhaustive experience in this area since 1918 when chemical agents were first used in combat in World War I. Competence accrued during this 70-year legacy includes destruction of laboratory and training wastes, combat decontamination, and largescale demilitarization of unserviceable and obsolete agent-filled munitions. The facts and circumstances enumerated in this document indicate that current decontamination practices are safe, scientifically valid, and result in the total destruction of agents in questions.

Book excerpt: The Chemical Research Development and Engineering Center (CRDEC) has mandated appropriate levels of system safety throughout the life cycle of facility development. This article demonstrates one specific effort in Facility System Safety (FSS) currently underway at CRDEC. The intended purpose of this article is to demonstrate, through specific examples, how FSS can be applied to the design/construction/operation of a chemical surety materiel laboratory. The laboratory under study is a 32 million dollar Military Construction, Army (MCA) project designed to replace aging facilities which are currently utilized to perform daily CSM operations. This article will demonstrate the methods used in identifying, analyzing and ultimately eliminating or reducing the effect of a hazard on the facility, equipment and personnel. The laboratory under consideration will conduct diversified chemical surety materiel laboratory operations. These materials are anticholinergic agents and are extremely lethal in small concentrations.

Book excerpt: From 1982 through 1987, Los Alamos National Laboratory (LANL) performed surety laboratory operations for the U.S. Army Medical Research and Development Command (MRDC). Room 4009 in building SM-29, TA-3, was used as the laboratory for work with the following chemical surety material (CSM) agents: sarin (GB), soman (GD), lewisite (L), and distilled mustard (HD) radio-labelled with H[sup 3] or C[sup 14]. The work was confined to three CSM-certified fume hoods, located in room 4009 (see diagram in Appendix C). The laboratory ceased all active operations during the late 1986 and early 1987 period. From 1987 until 1993 the laboratory was secured and the ventilation system continued to operate. During late 1992, the decision was made to utilize this laboratory space for other operations, thus a decision was made to dismantle and reconfigure this room. LANL sub-contracted Battelle Memorial Institute (BMI) to draw upon the CSM experience of the technical staff from the Hazardous Materials Research Facility (HMRF) to assist in developing a decontamination and decommissioning plan. BMI was subcontracted to devise a CSM safety training course, and a sampling and air monitoring plan for CSM material to ensure personnel safety during all disassembly operations. LANL subcontracted Johnson Controls personnel to perform all disassembly operations. Beginning in early 1993 BMI personnel from the HMRF visited the laboratory to develop both the safety plan and the sample and air monitoring plan. Execution of that plan began in September 1993 and was completed in January 1994.
