The CBDP provides an integrated collection of chemical and biological defense systems to U.S. forces. The overall readiness of U.S. forces is dependent on many factors. One key factor is the availability of equipment. Chapter 2 summarizes equipment requirements and the status of research, development, test and evaluation (RDT & E) and acquisition efforts across all capability areas. Chapter 3 details the logistics status of CB defense systems. The overall logistical readiness status of the Department's CB defense equipment has improved slightly. Several factors have had an adverse effect on the overall DOD readiness and sustainment status: increased demands by the Services for some CB defense equipment; the increased overall Service requirements in order to support operations in Iraq and Afghanistan; the reorganization and the approved strength increase of the Army; and equipment modernization efforts in all of the Services. Another key factor in overall readiness is the education, training, and exercises conducted by U.S. forces to remain prepared for chemical and biological threats. Education, training, and exercises are detailed in Chapter.

Book excerpt: A biological warfare agent (BWA) is a microorganism, or a toxin derived from a living organism, that causes disease in humans, plants, or animals or that causes the deterioration of material. The effectiveness of a BWA is greatly reduced if the attack is detected in time for the target population to take appropriate defensive measures. Therefore, the ability to detect a BWA, in particular to detect it before the target population is exposed, will be a valuable asset to defense against biological attacks. The ideal detection system will have quick response and be able to detect a threat plume at a distance from the target population. The development of reliable biological standoff detection systems, therefore, is a key goal. However, testing biological standoff detection systems is difficult because open-air field tests with BWAs are not permitted under international conventions and because the wide variety of environments in which detectors might be used may affect their performance. This book explores the question of how to determine whether or not a biological standoff detection system fulfills its mission reliably if we cannot conduct open-air field tests with live BWAs.

Of increasing importance are those from chemical and biological warfare (CW and BW). To help review its current state of preparedness, the Chief of Naval Operations asked the National Research Council (NRC) to assess the U.S. Navy's defense capabilities against CW and BW threats. In particular to what extent are they being developed to enable naval forces to sense and analyze quickly the presence of chemical and biological agents, withstand or avoid exposure to such agents, deal with contamination under a broad spectrum of operational conditions, and over what period will these capabilities be realized. This report presents the results of that assessment. It provides an overview of the potential threats, and an evaluation of the Navy's operations, non-medical programs, and medical countermeasures designed to confront those threats. The report also presents a series of general and specific findings and recommendations based on these assessments.
